PRINCIPLES OF PROGRAMMING The social and macroeconomic policy of Europe is the policy of Romania The EU projects represents a priority The European guidelines and strategies have to be adapted to national context The national potential and opportunities should be used well and efficient Set up a large and efficient partnership – at national and regional level; strengthen the communication between national and regional/ local level
PRINCIPLES OF PROGRAMMING The public expenditure will be concentrated on long term structural reform and investments targeted to sustainable growth and jobs creation Maximization of results by attracting private resources and alternative financial mechanisms; strong international partnership and cooperation with IFIs Use the lessons learnt from 2007-2013period Strengthen the management capacity in both public and private sector Strengthen the national coordination; ensure a sound financial management, a transparent system and respect of the public procurement legislation
KEY ACTIONS FOR AN EFFICIENT PROGRAMMING Thorough analysis of the current socio-economic situation and spotting the main challenges Implication of all stakeholders involved in the implementation of the current programming period in designing the future financing scheme Concentration on a minimum set of priorities Use of the most appropriate technical assistance, including results of the evaluations Designing the National Reforme Programme and the Partnership Agreement in a coordinated manner
