Implementation of MSFD and ECAP Dr. Monika Peterlin Institute for waters of the Republic of Slovenia (IWRS) Third workshop on maritime affairs in the Adriatic Ionian macro-region Portoroz, 17 September 2012
Institute for Water of the Republic of Slovenia Content • Introduction • Steps in the implementation process • State of work in 2012 • Common challenges • Overview of project proposals
Introduction Institute for Water of the Republic of Slovenia Relevantlegislation: • EU level: Marine Strategy Framework Directive (MSFD, 2008/56/EC) and other legislation • MAP/Barcelona Convention and its Protocols (ECAP) Sub-regional activities – Adriatic andIonianSeacountires All activities are aiming for coherent management approach within a marine region/ sub-region and for sustainable use of the sea
MSFD cycles Institute for Water of the Republic of Slovenia Overall objective MSFD 2020 Good status of EU seas
Steps in the MSFD implementationprocess in line alsowith ECAP Institute for Water of the Republic of Slovenia • Initialassessment • Determination ofgoodenvironmental status • Establishment of environmentaltargetsandassociatedindicators • Reportnetworksof marine protectedareas • Monitoring programme • Programmeofmeasures designed to achieve or maintain good environmental status (operational in 2016) 2012 2013 2014 2015
Reports 2012 – 1. Initial assessment Institute for Water of the Republic of Slovenia • Assessment of current status, impacts andpressures • Trends • Identification of problem areas and related activities • Importance of marine services for the society • Relevant sectors • SE aspects, trends, objectives of the society
Reports 2012: 2. Selectionofelementsfor GES descriptionand 3.Targets
Classification under EU directives Institute for Water of the Republic of Slovenia Additionally - Bathing Water Directive - (2006/7/EC) for coastal waters Barcelona convention (Med Pol phase III) • Monitoring of pollutants in seafood, sediments and organisms • Eutrophication monitoring • Biomonitoring – biological impacts of pollutantas
Institute for Water of the Republic of Slovenia Methods availability for monitoring – GESandtargets DESCRIPTORS Comment: 1 indicator can still include several elements/parameters No. of indicators • Methods available ~45% indicators; low geographical data coverage • Partiall develoment ~30 %; Missing ~25% • Work in progress
Regional , sub-regional approach Institute for Water of the Republic of Slovenia COORDINATION COMUNICATION EU ASSESSMENTS Region Mediteran Sub-region Adriatic, Ionian MOP UJV Expert and governm. instititions on national level ARSO MP MKGP Public, local authorities NATIONAL: DATA COLLECTION MANAGEMENT AND USE
Many challenges on regionallevel, startingwith: - selectionofrelevantindicators, common monitoring programme, - set baselineandboundaries, - set targetvalues Institute for Water of the Republic of Slovenia Example: Setting the baseline as 'current state' represents a very different scenario to using 'past state' or 'reference state‘ (Source OSPAR, 2012)
Example : Relationshipsamongdescriptors, multiple pressures Institute for Water of the Republic of Slovenia
Institute for Water of the Republic of Slovenia Example: Relationships between state, impacts, pressures and activitiesrelevantfor D1- biodiversity D1 – Knowledge of relationships is a basis for the development of state/impact and pressure targets, indicators and management measures. (Source OSPAR, 2012)
Institute for Water of the Republic of Slovenia Common challenges – toward common programme of measures and good environmental status • Work together on regional level : • Tocoordinateand improve initial assessment, incl.new MSFD elements • Select good environmental status indicators • Establish environmental targets and associated indicators • Establish networks of marine protected areas and management measures in these areas • Develop common monitoring programme • Develop common programme of measures designed to achieve or maintain good environmental status • Improve cooperation: • Among experts from Adriatic and Ionian countries, • Among local communities, • Step forward - coherent public participation on sub-regional level (Adrtaic/Ionian Sea day for general population?)
Institute for Water of the Republic of Slovenia Common challenges • Scientific level: • Develop missing methods for monitoring, coordinated on A&I level (underwater noise, marine litter, habitats, physical damage and loss, biodiversity and other open issues and descriptors) • Investigate linkages among status, impacts, pressures and human activities ->sectors • Identify sensitive areas and areas important for protection of biodiversity (coastal + open seas), • Improve knowledge on marine ecosystems services, link between human wellbeing and good status of waters, go beyond sectoral approach (bias in decision making and priorities); • Data bases • Collect existing data and organize common (regional) database for data on status, impacts, pressures and human activities; • Inventory of human activities and related pressures on sub-region; • Improve geographical coverage of data available for assessments (extended monitoring);
Institute for Water of the Republic of Slovenia Project proposal for each descriptorcan be developped Example: D11 - Introduction of energy, including underwater noise • Content: • Develop monitoring programme • Investigate background noise and set boundary values • Set up emission sources inventory • Investigate impacts on marine fauna • Identify hot-spot areas: (1) high noise levels and (2) sensitive areas important for biodiversity conservation • Overview of possible approach to management
Institute for Water of the Republic of Slovenia • General overview of projects for proposals: • Strategyforthe Adriatic Searoadmap (document) • 1. Scoping of relevant activities, relevant data • 2. Common approach to monitoring for all descriptors 1-11, which are initially on different levels of development: • select relevant indicators for each descriptor • select and agree on methods, baseline and boundaries • monitoring frequency • relevant geographical coverage • data analysis in support to follow environmental targets • gaps analysis and way forward • establish common database • Monitoring should be designed to enable following trendsand progress towardobjective - good status of marine environmnet
Institute for Water of the Republic of Slovenia 4. Spatial distribution of sea use • Mapping of sea use • Initiate cross border and local communities cooperation Result: • Spatial distribution of sea use • Stakeholders network • General overview of projects for proposals: • Strategyforthe Adriatic Searoadmap (document) • 3. Marine protected areas • Scoping of the information on existing protected areas: • Inventory • Overview of existing measures and their efficiency • Identification of new areas, relevant for bidoiversity conservation • Result: • proposal of programme of additional measures • proposal for new MPAs with a view to achieve GES
Institute for Water of the Republic of Slovenia 6. Link to Mritime policy and other regional programmes 7. Finalization, overall results - Sub-regional Action plan recognising the economic potential of the sub-region and regional sea in harmony with the marine environment carrying capacity - Dissemination of results • General overview of projects for proposals: • Strategyforthe Adriatic Searoadmap (document) • 5. Programmes of measures • Overview of existing management measures • Analyse efficiency of measures • Identification of gaps based on Initial assessment • Identification of additional measures • Results • overview of open issues (i.e. remaining environmental problems, hot spot areas or trends showing degradation) • proposal of programme of additional measures for each descriptor (2nd phase)
