Review of Annex III • MS and stakeholder consultation on technical review document – May-July 2015 • General comments – mostly supportive, but several on need for a revision or on need for a table on human uses • Specific comments on content of each table • Paper GES_14-2015-06 provides: • updated technical review document • technical background to proposed revision • updated correlation of typologies for pressures and human uses/activities (including NACE) for cross walks to other policies
Draft proposals for Annex III • Provides a clear link to Annex I descriptors • More clearly relates to Article 8 assessment needs: • Art. 8(1a) – Table 1 • Art. 8(1b) – Table 2a, 2b • Art. 8(1c) – Table 2b • Content of old Tables 1 and 2 more clearly distinguished, based on underlying philosophy of Cross-Cutting Issues paper (GES_14-2015-07) • Needs to be fully compatible with a (revised) GES Decision • content may be adjusted as revised Decision develops
Table 1: Structure, functions and process of marine ecosystems • Substantially restructured • Reflects proposed assessment elements for Art. 8(1a) • Species groups, habitat groups, ecosystem level • Very high level – more detail in revision of Decision, with (sub)regional specificity in Art. 9(1) determinations of GES • List of possible parameters • Based on old Table 1 and on Art. 11 monitoring guidance • Relevant for ‘impacts’ of Pressures (Table 2) • To be used as needed • Moved or deleted text: • Species and habitats of Community legislation or international agreements -> but can select for assessments of species groups and habitat groups • ‘habitats in areas, which merit a particular reference’ • ‘other features or characteristics’ • NIS, genetically modified species, chemicals -> Table 2a
Table 2a: Anthropogenic pressures • Relevant for Art. 8(1b) assessments • Refinement of content of old Table 2: • List of pressures correlated with other policies • ‘Impacts’ aspect via simple link to parameters in Table 1 • Example activities moved to Table 2b • Relevant for Art. 10 environmental targets
Table 2b: Uses and human activities • New table • Typology developed from those in other policies (WFD, HBD), NACE lists and RSCs -> correlation table • Relevant for Art. 8(1b) as possible sources of pressures– simple links made in previous reporting • Relevant for Art. 8(1c) – marine activities only (marked with *) • Relevant for Art. 13 measures (via environmental targets)
