On – Site Demonstration of Community Asset Management Programme • On site process was initiated by a Condition survey • Condition Survey for On-Site at Bhubaneswar: A Condition Survey was conducted at Gyananagar (HUDA BHOI SHAHI) settlement with an objective to: • Ascertain details of repair and maintenance construction required at the Gyananagar school building. • To ascertain the role of community in the process
Condition Survey includes: Meeting conducted by community to reach to consensus on which community building shall be taken up for repairs and maintenance in the present project. 1. Physical survey of the building to draw measured drawings of the building and the surroundings. 2. List of repairs required in the two buildings 3. Estimates of the repair jobs to be undertaken in the context of present project. 4. Money flow chart
Details of Condition Survey Resolution from the Community: Earlier during field investigation of the data the community requested swapping of function of the two buildings i.e., the school as community center and community center as school. The request was made to the entire Community Asset Management (CAM) team during awareness and capacity building programme here at Bhubaneswar. Based on the request, HUDCO BBSR Office initiated a long process of swapping of functions of the two community buildings.
The process involved many government department and ministries. Letters requesting facilitation of the same (2) were issued to: 1. Vice Chairman, Bhubaneswar Development Authority 2. Executive Officer, Bhubaneswar Municipal Corporation 3.Education Department, Government of Orissa
Though the process had been initiated to shift the functions of the two buildings. The community decided to withdraw its request and asked to maintain the status quo of the two buildings. The team conducting condition survey felt that community was not in a consensus over the issue. Thus the CAM team demanded a resolution in the regard from the community. A resolution from the community of Gyananagar settlement was submitted requesting to maintain the functional status of school and community hall as before. The community accorded their consent for repair of school building under the Community Asset Management programme. The resolution submitted and it was requested to commence the repair work immediately. The meeting was convened under Chairmanship of Community Management Group, Mr. Kelu Behra.
Physical Survey of the Building During the physical survey of the building and the surroundings, a photographic survey and a survey with measured drawings was carried. These were done to document the present status of the building and the settlement.

As the Community decided to repair only the school building, the list of repairs required for the community works center at Gyananagar has been ignored and the present CAM project would focus on repairs of the Gyananagar School building.
