Internal SECO Completion Note Questionstobeaddressedtoidentifylessonslearned:  Factorsthatcontributedtothesuccess/failure/shortcomingsoftheproject(design, implementation, instrument, performanceofEA, innvoation etc.): • What would we change next time? • Was theprojectdesign realistic? • Riskscorrectlyidentifiedandaddressed? • CouldEasfulfilltheexpectations? • Monitoring systemadequatetoprovidesufficientinformation on progress/risksoftheproject? • Communication withstakeholdersandprojectpartners? • Externalfactorsinfluencingtheproject? • CommitmentofEAs? • Innovative approachesthatcouldbereplicated? etc.

Swiss rightofexamination During 10 years after completionof a projectSwitzerlandhastherighttovisittheproject, make a comprehensiveassessmentorevaluationor a financialaudit. • The partnercountryisexpectedtokeep all documentsfor 10 years after completion, toaccompanythe Swiss with relevant personnel, torespondtoquestionsandtoprovideassistance. • Switzerlandmayaskforcorrectiveactionsfor 10 years after completionifitturns out the Framework or Project Agreements were not respected.

General remarks on reporting • Resultsratherthanprocess: reporting on outputs, outcomes and impacts • Problem-oriented: Importanceofjustificationfordelaysanddeviationsandsuggestedcorrectivemeasures • Risk-assessment • Information on visibilitymeasures • Explanation iftherewere non-eligibleexpenses • Planningandnextsteps(publicprocurements, activities, monitoringvisits, realisticdisburesmentplanning) Last but not least: last reimbursementrequests 2014
