  4. Congress required the NFIP to reasonably assess the risk from flooding in all communities within the United States. To date, that risk has been identified in roughly 18,000 communities country-wide. Flood insurance studies and maps have been developed and are maintained by Region III for over 3,000 of these communities. Congress authorized DHS/FEMA to modernize the Nation’s Map via a $1.0 Billion, 5 year program – FY04 -08. Levees are a significant issue. All Hazard Mapping

  5. The DMA2K amendment to the Stafford Act placed new emphasis on Mitigation Planning as a prerequisite to receiving disaster mitigation funding. Section 322 requires: States to have Mitigation Plans in place by November 2004, R3 has all State with Standard Plans and VA has an Enhanced Plan. Local Mitigation Plans need to be in place by November 2004, or prior to obligation of disaster mitigation grant funding. R3 has a total of 2130 local plans in place (8/31/08). 1390 of these plans are in PA. Many plans need to be renewed in FY 08 & 09 DMA2K, Section 322: Mitigation Planning – State & Local

In 1968, Congress created the National Flood Insurance Program (NFIP) in response to the rising cost of taxpayer funded disaster relief for flood victims and the increasing amount of damage caused by floods. The NFIP makes Federally-backed flood insurance available in communities that agree to adopt and enforce floodplain management ordinances to reduce future flood damage.   7. Out of 3,397 incorporated municipalities and counties in Region III, 3,138 are participating in the NFIP. In the participating communities, there are 287,663 flood insurance policies in force for a total insured value of $55,247,000,000. National Flood Insurance Program

  8. The Hazard Mitigation Grant Program (HMGP) This grant provides grants to States and local governments to implement long-term hazard mitigation measures after a major disaster declaration. The amount of available funding is an amount equal to 15% (effective 10/4/06) of the estimated grant assistance for FEMA’s disaster assistance programs (up to $2.0B) . States with Enhanced MT Plans receive 20% Funding for HMGP. Hazard Mitigation Grants

Flood Mitigation Assistance (FMA) FMA was created as part of the National Flood Insurance Reform Act (NFIRA) with the goal of reducing or eliminating claims under the National Flood Insurance Program (NFIP). FMA provides funding to assist States and communities in implementing measures to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insurable under the NFIP. PDM - To provide State and Local Jurisdictions with pre-disaster mitigation funding for cost-effective hazard mitigation activities that are part of a comprehensive mitigation program and that reduce injuries, loss of life, and damage and destruction of property. FY08 = $114M 4. SRL - To reduce or eliminate the long-term risk of flood damage to severe repetitive loss residential properties and the associated drain on the National Flood Insurance Fund (NFIF) from such properties. Approx. 8,000 structures nationwide, 265 in PA,FY08 = $160M 5. RFC - To reduce or eliminate the long-term risk of flood damage to structures insured under the National Flood Insurance Program (NFIP) that have had one or more claim payment(s) for flood damages (100% Fed.
