Introduction • EASA share the objective to reducing the risk of smoke and fire and transport airplanes: • 8 (3 fatal) accidents in the category fire-smoke (non-impact) in the last decade occurred to European Commercial Air transport Operators of turbine powered fixed wing aircraft over 5700kg • The presentation will concentrate on airworthiness actions. EASA smoke and fire protection

Introduction • CS-25 already contains detailed criteria relative to fire and smoke protection notably: • Paragraphs 25.851 to 869 (compartment interiors); • 25.1181 -1207 (power-plant); • Appendix F (test apparatus) • improvements in the past years: • Seat cushions (flammability) • Cabin interior materials (heat release-smoke emission) • Cargo compartment liners (flammability) EASA smoke and fire protection

EASA rulemaking tasks • Task MDM.002: Aging wiring • Amendments to CS-25: • New Subpart H titled Electrical Wiring Interconnect System (EWIS) • Amendment to Appendix H Instructions for Continued Airworthiness • new Advisory Material in CS-25 book 2 to support the new requirements EASA smoke and fire protection

EASA rulemaking tasks • Task MDM.002: Aging wiring • Proposed amendment to Part 21: • Not included at this stage • The NPA will describe the long term plans relative to EASA rules for design approval holders and will indicate the interim measures to be used in the absence of such rules • EASA plans to mandate EZAP (enhanced zonal analysis procedures) for TC and STC (when significantly changing EWIS attributes) EASA smoke and fire protection

EASA rulemaking tasks • Task MDM.002: Aging wiring • Amendment to Part M to revise • AMC.M.A.302 for maintenance programmes to draw attention to actions such as Aging Wiring, and • M.A.706 for personnel requirements to improve the control of competence aspects • Amendment to Part 66 syllabus to reflect EWIS training recommendations EASA smoke and fire protection

EASA rulemaking tasks • Task MDM.002: Aging wiring • Introduction of three new AMC 20 leaflets to support • EZAP • Training • Electrical Standard Wiring Practises Manual • Task MDM.002 is highly harmonised with FAA and with other Authorities • Related to recommendations of Mr Cox’s report: • Equipment design and Airworthiness 1 and 3 • Maintenance 3 EASA smoke and fire protection

EASA rulemaking tasks • Task MDM.002: Aging wiring • Implementation plan: • NPA package (except RIA) submitted to EASA early December 2005 • RIA available June 2006: • NPA Publication expected by end June 2006 • TC/STC holder to gain approval of enhanced ICAWs by 16 Dec. 2007 • Operator implementation by 16 Dec. 2008 EASA smoke and fire protection

EASA rulemaking tasks • Other EASA rulemaking tasks • 25.059: upgrade of the class D compartment to include smoke protection and fire suppression system (harmonisation with FAA) • 25.006: Thermal/Acoustic insulation material. Amend CS-25 in a similar way to FAR Amendment 25.111 • 25.041: Class B/F compartment. FAA participates in the recently launched group EASA smoke and fire protection

  11. Summary • The presentation gave an overview of EASA rulemaking tasks related to fire and smoke protection, with emphasis on Aging Wiring task. • These tasks are closely harmonised with FAA • Comments and further suggestions are welcome EASA smoke and fire protection
