It must be conceived as a tool for advanced policy making. There is no central point of decision, no unique coordinating institution, no simple decision making framework.

Conference – Sevilla 1st October 2013 Since there are different dimensions of analysis, IN-EUR defined a model at “2 level” Level 1: a set of comparable indicators, easy to obtain and updated frequently Level 2: a set of more “innovative” indicators, most of them qualitative, obtained via survey and/or direct interaction with Key informant
