Vocational Education and Training in the Eco-management Field IPPC – Eco-efficiency • IPPC applies an integrated environmental approach to the regulation of certain industrial activities. This means that emission to air, water (including discharges to sewer) or land, plus a range of other environmental effects, must be considered together. • Eco-efficiency is a management philosophy that encourages business to search for environmental improvements that yield parallel economic benefits. + May 2006
Vocational Education and Training in the Eco-management Field What are the problems? • Organizational manner • Rigid organizational model established at the national level and imposed in all regions and counties. • There is contradictions between the central management and insufficient flexibility of the operative structures that are totally subordinated to NEPA, regarding budget, procedures, personnel and so on. • The organizations seems to be incomplete and unable to “attract” and to keep the professional resources. • Unclear and unstable legislation May 2006
Vocational Education and Training in the Eco-management Field What is going wrong? • Technical implementation • Problems in interpretation and understanding of BAT/BREF recommendations from the people that work in permitting process • Problems in setting the Emission Limit Values (ELVs) when the permit is made • The legislation for compliance checking and revision or revoking the permit is still unclear • Undeveloped monitoring systems (insufficient technical equipment and no sufficient experience in interpreting data) May 2006
Vocational Education and Training in the Eco-management Field Steps and progress • preparing a general image concerning eco-efficiency in Romania from the institutional point of view • comparing different approaches regarding implementation of IPPC Directive in Romania and Member States. • making a fiche with all the topics that could be discussed into a training course about IPPC • preparing the final document regarding “Implementation of Integrated Prevention and Pollution Control Directive (96/61/EC) – State of the art in Romania” May 2006
Vocational Education and Training in the Eco-management Field Accomplishments • identification of some practical problems in implementation of IPPC Directive, from the environmental institution point of view • suggestions how to handle some of these problems • propose some themes for IPPC training • this work can be use by AROEW as base of information for ROCEM project regarding IPPC May 2006
