Project objectives • Strengthen resilience of mountain ecosystems and promote ecosystem based adaptation in Nepal, Peru and Uganda; • Reduce vulnerability of local communities to climate change impacts;
Four project components • Development of methodologies and tools for mountain ecosystems;UNEP • Application of the above tools and methodologies at the national level;UNEP/UNDP • Implementation of EBA pilots at the ecosystem level; UNDP/IUCN • Formulation of national policies and building an economic case for EBA at the national level; UNDP
Decision Support Framework • Final draft ‘Protoype’ completed 30 March 2012 • Invitation for field testing & further development – using existing/new project as platforms • Development of training package and courses • Testing in collaboration with GEF/LDCF projects • Launch late 2012 (COP18) • Input to NAPAs and NAPs
EBA Decision Support Tool A practical EBA Decision Support Framework to assist in the development of effective EBA interventions. Three strategic questions: • How to compare and select EBA alongside other adaptation options? • How to plan and design the most appropriate EBA option for a specific context? • How to evaluate the effectiveness and long-term adaptation outcome of specific EBA measures?
KEY OBJECTIVES – The EBA Decision Support Framework is: • Framed to enable consideration of EBA alongside a suite of other alternatives – EBA is not always the right option and often complements infrastructure projects. • Context specific (‘it depends’ factors are explicitly recognised) • Enables decision-making incorporating a range of ecosystem services given the accuracy at which they can be quantified • Built around an adaptive Monitoring and Evaluation framework, and pro-active in framing M&E for project design and the intervention life-cycle, and beyond. • Ensures that the user has the ability to monitor the effectiveness of their selected intervention in achieving its intended outcomes.
EBA Decision Support Framework – a cyclic, iterative approach B: Selecting Appropriate Options for Adaptation EBA approaches available? What approaches are suitable for your context? A: Setting the Adaptive Context What does your system look like? How is it used? Management concerns? Adaptation goals? D: Adaptive implementation Monitor Interpret Reflect and adapt Evidence for persuasion C: Design for Change How will the measure be implemented? How will you know if the measures are effective? TARGET AUDIENCE:Mid-level decision-makers and planners at national and local level
CONCLUSIONS, KEY MESSAGES and NEEDS • Lack of robust information on EBA options and measures in comparison to more ‘traditional’ adaptation technologies • One size does not fit all – need to recognize context • Coupling social and ecological features in participatory M&E • Cost-benefit assessments based on comprehensive ecosystem valuation • Not mountain specific! Pilot testing in variety of ecosystem and decision contexts – Invitation for wide future engagement! • Need specific EBA-DSF modules, e.g. practical M&E, coupling social & ecological M&E, cost-benefit analysis, ecosystem specific tools
WHERE TO FROM HERE? • Test in different ecosystem types, regions, development contexts - mountain, SIDS, coastal, drylands, riverbasins, urban, agriculturally dominated landscapes • Test practical applicability • Test applicability of EBA specific indicators • Focus on training links with NAPs – provision of technical support to parties provides an entry point for information on EBA; develop further support material for the DSF in combination with the NAP support
