General issues Summary of the activities so far (30/06/05): in so far PR 4 • Identification of needs for cluster organisation and Smes • Fostering cluster organisation and dynamics using knowledge management tools • Benchmarking of software tools • PSIP concept and implementation through stakeholders • Blueprint (in the pipe) • Transfer of knowledge during the meetings (as a process of apprentissage) LA&A Murcia 13-14 Octobre 05
General progress towards the set of objectives and sub-objectives • Synthesis of the cluster surveys = deliverable OT contribution • Benchmarking of software tools, and selection of the most adapted software by each partner organisation =CEIS CR Lorraine • RCM has customised a software adapted to the ICT sector needs + testing phase methodology for PSIP • OT has developed a common platform with other Norvegian and Scandinavian partners • Mannorte has open its web platform winenet • Murcia has signed an agreement with centre Nacional de la Conserva • NRW has a partnership with NeMa • Lorraine is working on the methodological approach to implement the blueprint LA&A Murcia 13-14 Octobre 05
Publicity activities for promoting Stratinc • The stratinc web site is updated (see Laurence last email) • Posters (one by partners prepared for the last meeting –april 2005): 1000x6 • Bulletin (2 copies, number 0 as test, n1 due to Murcia) • Presentation of STRATINC through seminars and conferences: Pierre at the IRE meetings, Mireille at the CDIF (french clusters assoc.) annual conference, Suzanne in NRW (may be others ???) • But it is not enough, see the eligible expenditure : 11.7% of the promotion costs have been spent 163 590.83 € are still pending LA&A Murcia 13-14 Octobre 05
Publicity activities for promoting Stratinc • Attention must be paid to the presentation of the project as a best practice example, in: • Report from the DG Regio Working Group on RTDI (March 7. 2005) which listed the project in the category « Network » as an example of innovation supporting for clusters (p.21) http://europa.eu.int/comm/regional_policy/sources/docconf/gothenburg/doc/report_gt.pdf As result of the Rotterdam meeting (end 2004) participation and adhesion to the best practices exercise (JTS East) LA&A Murcia 13-14 Octobre 05
Involvement of partners • Each partner has organised local regional working groups and meetings with: SMEs and professional organisations • The Murcia example is very relevant in relation to transfer of experience achieved through Stratinc • RCM provided a strong contribution to common activities : web site, test phase methodology for Psip • OT took in charge the cluster surveys synthesis • NRW contribute to the foresight approach through it experience of a foresight experience in the region • Mannorte organised the last meeting • CR Lorraine is pilot for the blueprint LA&A Murcia 13-14 Octobre 05
Problems/solutions • Communication between the partners during the interval of 2 meetings Bulletin • Decision on turning the methodological guide book into a bleuprint was collectively accepted, responsibilities for the writting down are distributed through an innovative methodology (as Pierre explained) • Still financial issues: under-spending only 41.4% spent 951 997.8 € to be spent LA&A Murcia 13-14 Octobre 05
Indicators (PR4 II.0 p.1s.): how to respond ? • Accessing the experience of other partners (inter-regional events and participation to, no problem) • Expanding the effects of Structural funds and/or of other regional development programme 21. % of project partners with previous experience of structural funds projects 22. Evaluation mid term – Interreg III C programme • We concentrated the answer on two hints : • The exchange of experience and know how achieved through Stratinc (PSIP objective, clustering) : Murcia experience, Oslo experience, winenet improvement, as an Added Value coming out from co-operation • The methodology adopted in relation to the blueprint : responsibility sharing for contents and writing down LA&A Murcia 13-14 Octobre 05
To conclude • A lot has been done and learnt • A few has to be done : PSIP development, test, blueprint, etc. • Regarding financial issues pay attention to a possible general audit at the end • Provide « continuous » news to the leader, on PSIP development and blueprint + promotion of the project (as good practice or not) LA&A Murcia 13-14 Octobre 05
