Perkins Reauthorization Background • Reauthorization process began in 2004 • House and Senate approved legislation overwhelmingly in July 2006 • President signed into law August 12, 2006 Public Law 109-270 • Reauthorized through 2012 Association for Career and Technical Education

Timeline • October 2006 – Draft State Plan Guide released • December 2006 – Revised draft released • January 16, 2007 – Last comment period ended • March 2007 – Final State Plan Guide & Non-regulatory guidance released • May 7, 2007 – Deadline for state transition plans • Spring 2008 – Tentative deadline for full five-year state plans Association for Career and Technical Education

FY 2008 President Bush’s Budget • On February 5, 2007 President Bush released his budget for FY 2008 • The Administration proposes a 50% cut in funding for the Carl D. Perkins Career and Technical Education Act education programs • The Administration also proposed elimination of Tech Prep funds within the Perkins Act Association for Career and Technical Education
FY 2008 President Bush’s Budget • Department of Education funded at $56 billion (huge cut) • Department of Education budget would eliminate or consolidate a total of 45 programs • Department of Labor budget cut as well • Some funding for new initiatives Association for Career and Technical Education
FY 08 Budget and Appropriations • House and Senate Budget Committees passed budget resolutions in March • Both assume increases in “Function 500” education, training, and social services programs • House has slightly higher discretionary spending cap • Final budget resolution approved late Thursday -- appropriators can begin work Association for Career and Technical Education

FY 08 Budget and Appropriations • ACTE, AACC, and NASDCTEc requesting $1.7 billion for Perkins • Additional resources necessary to enact changes to fulfill goals of Perkins IV • Advocacy is critical to secure funding increases Association for Career and Technical Education
NCLB reauthorization • Timeline is moving quickly…sort of • Congressional leaders hope to finish bill this year • Numerous hearings already held • Key issues: • Special population challenges • Changes to AYP (growth models, multiple assessments) • Differentiated responses • Focus on middle/high schools • Teacher quality & professional development issues • Full funding Association for Career and Technical Education
NCLB reauthorization • High School Reform: • CTE must be part of conversation • Use Perkins IV data to show progress • Dropout prevention & transition key issues • STEM initiatives • Some NCLB focus, some outside focus • Engineering and technology often get left out in favor of math and science Association for Career and Technical Education
ACTE NCLB Recommendations • Integrate academic and technical education to better engage and prepare students for their futures • Support comprehensive guidance and career development strategies to assist students in determining clear pathways to postsecondary and workforce goals Association for Career and Technical Education

Workforce Investment Act Reauthorization Key CTE issues: • Protecting funding/services for in-school youth • Strengthening partnerships between workforce development system and CTE • Creating workable arrangements for infrastructure funding • Increasing opportunities for training Association for Career and Technical Education
Higher Education Act • Some changes made as part of budget reconciliation bill in February • House passed full reauthorization bill in March 2006 • Senate has not passed full bill • Numerous concerns center on student aid issues Association for Career and Technical Education
