Evaluation Study • The main findings of the External evaluation studies conducted by Institute of Hotel Management,Taratola, Kolkatta are as under: • Cyclic menu with balanced diet except Siligudi • Poor infrastructure i.e. no kitchen sheds in most of the schools. • Community participation is practically nil. . Findings of Supreme Court Commissioners-(2008-2009) • Coverage • West Bengal Government could not cover 10.72 Lakhs in primary(11%) & 20.33 Lakhs (43%) Upper Primary Schools • Against 200 & 220 days the WB government was able to feed for 164 (pry) &110 in (U.pry). • Coverage was poor in Kolkatta where not a single child was covered till Dec.2009 (U.pry) & only 37% were covered in pry. • Regularity ,Quality, &Quality Features • By the irregular supply of food grains and irregular reimbursement of cooking cost to SHGs adversely affected quality and quantity both. • Infrastructure • Proper storage of food grains was a problem due to lack of Kitchen Sheds . • Monitoring and Local Participation • Absence of community monitoring System Cont……

  29. Findings of Supreme Court Commissioners-(2008-2009) • West Bengal has lagged behind many states, and needs to do a lot in terms of coverage under all the schemes, especially under MDM. • In fact, in certain areas, such as universalisation of cooked meals in MDM, the Government dragged its feet such a lot about implementation that it has almost became the target of censure by the Supreme Court. • The study’s field data is from four districts of the state, namely Jalpaiguri, Burdwan, South 24 Parganas and Paschim Medinipur.

  30. Grievance Redressal Mechanism • A grievance redressal forum is constituted at state level with PTA members,representatives of teachers’ organization, Local body authorities etc. • A log book is maintained at block and municipality level in which complaints are recorded and then the concerned block level officer will submit a monthly report within 7th of the next month on the action taken • Complaint boxes are kept at every concerned level with telephone numbers. ISSUES • Less institutes covered both Primary (3%) and Upper Primary (24%). • Mismatch in coverage of institutions and children. • Poor coverage in urban area Kolkata, Cooch Behar and Howrah • Poor lifting of food grains. • Mismatch in Cooking Cost (71%), Foodgrain (56%) and TA (73%) • Delay in Payment of cost of foodgrain to FCI • Poor inspection of Schools • Weak convergence with SHP, NRHM • Poor monitoring mechanism Ministry of HRD, Govt. of India
