Our History • Prior to 1999 – 3 Governor’s Summits laid the foundation for the development of a statewide radio communications • 1999 – The Integrated Public Safety Commission was established by statute to focus on the establishment of a statewide wireless voice and data system as a first step. • 1999 – The State Agency Public Safety Committee (SAPSC) was established by statute.
1999 -2002 – Several employees of various State agencies were “loaned” to the Commission to work on the Project Hoosier SAFE-T statewide voice radio system. • 9/11/2001 – The need for communications among all first responders was identified. Interoperability became the “buzzword”.
2002-2011 – Establishment of Project Hoosier SAFE-T as the interoperable platform in Indiana. Project was completed. • 2009 – ISP Communications Division personnel folded into IPSC staffing. • InterAct selected to provide statewide CAD for ISP and interested local agencies
Since Last Year’s Conference • Statewide system completed, 153 trunked radio sites, 28 conventional sites • SIEC (Statewide Interoperable Executive Committee) stood up • Members representing each of the 10 IDHS districts, State agencies and private sector • Another working branch of the Commission • Advisory to the Commission
Consolidation of 17 ISP dispatch centers into 6 Regional Dispatch Centers • NLE2011 • Completed population of the CASM (Communications Asset Survey and Mapping) tool • Completed State TICP (Tactical Interoperability Communications Plan) • Completed District TICP’s for all 10 IDHS districts • Many counties are in the process of PSAP (Public Safety Answering Point) consolidation
800 MHz rebandingFRA finalized. 12/31/2013 end date established. Standardized NPSPAC conventional channel programming/naming. • IDHS has made VHF/UHF narrowbanding grants available to districts/counties. Chance for programming National Interoperability Channels into radios
Continuing interoperability discussions: • IN/OH Cross Border meetings • FEMA Region V RECCWG (Regional Emergency Communications Coordinating Working Group) • Indiana, Ohio, Illinois, Michigan, Wisconsin, Minnesota • USDHS OEC (Office of Emergency Communications) Region V • Regional TICP being developed by Louisville MetroSafe for Clark, Floyd and Harrison counties and 4 counties in Kentucky
Interoperable “patch” established between Ohio MARCS and Indiana SAFE-T • Ongoing participation in the NCSWIC (National Council of Statewide Interoperability Coordinators)conferences • Bi-weekly Disaster Communications meetings established with applicable State agency representatives • IPSC has licensed the VHF/UHF interoperable channels for M/P use statewide
Working on Super Bowl 2012 communications plan • Draft Disaster Communications Plan for Amateur Radio developed Don West, IDHS • NECP Goal 1 completed, Goal 2 capabilities reporting is in progress. • Illinois SCIP (State Communications Interoperability Plan) interoperability meeting with their surrounding states
Things to be done/considered • Finalization of IPAWS (Integrated Alert and Warning System) governance and vetting of COG (Collaborative Operating Group) • Completion of Super Bowl 2012 communications plan • Local programming of VHF/UHF National Interoperability channels • Develop/complete county specific TICP’s
Continue developing interstate interoperability procedures and TICP’s • Update CASM information • LTE (Long Term Evolution) ??? • Nationwide Broadband for public safety ??? • Develop interoperability plan for expected approval of P25 migration • Update all TICP’s
Complete Disaster Communications Plan for Amateur Radio • More COML (Communications Unit Leader) courses • Next course scheduled for October 18-21, 2011 • Hold our first COMT (Communications Technician) course • AUXCOMM course for Amateur Operators • Emphasize COML Position Task Books • Training ??? • DRTF (District Response Task Force) response to MUTC (Muscatatuck) in 2012
