MITYCA: The portal for social networks of Ministry of Industry, Tourism and Trade. • Social networks are platforms for exchange contents and information. More and more enterprises and even Governments become members of most social networks. • Mitycahttps://oficinavirtual.mityc.es/mityca/ proposes a new communication channel that can reach a large number of citizens and expedite the delivery of information. • Mityc brings information to users of social networks through a new portal with press releases from the Ministry, useful information (fuel prices and information relevant to various procedures (aid paid for solar photovoltaic energy, etc)). News are published in various blogs of the Ministry (energy news, energy saving). 2
Implementation and managementapproach • The pages on the two most popular social networks are created for specific purposes, such as the presence of the Ministry to disseminate information to people who are connected to them (fans or followers) Distribution of information through these social networks is easy, fast and massive. • The Ministry also opted for this channel to provide a more modern quick and effective public information delivery. • It aims to increase the transparency of the public sector and in particular the opening up of the Ministry's data and relevant information to citizens, so that it can be accessed and distributed using any means, achieving ubiquity of information. 3
Technology solution • The project consists of a web portal and applications developed in .NET environment with HTML pages with JavaScript. Among the 200 existing social networks Twitter and Facebook were chosen for the project because of its popularity in Spain and also the profile of users of social networks. • In the case of Twitter uses the Twitter API (libraries .NET LINQ developed, open source) and as a means of authentication security is used through OAuth, an open protocol that allows applications to connect to Twitter so secure (using tokens between the application and Twitter page).Then information is published on the Facebook pages created for each application. 4
Using blogs and twitter as a new channelforcitizens • There have been created two separate blogs on Wordpress and Blogger, which also published the post on facebook and twitter. The themes of these first posts is related to current issues and another with energy saving tips for citizens. • Later another blogs were created in Ministry of Industry Tourism and Trade. Citizens can follow these themes on their twitter account. 5
Innovation: Publishing open data fromapplications in social networks. • Wecreatedpages in twitter and facebookfordiferentapplications, in ordertopublishtweets and post withrelevantinformationforcitizens and enterprises. • Petrol Stations Geoportalapplication publishes information about the lowest prices of gasoline in each city. It´s the most visited page in our Ministry. It also has a page on twitter and another in Facebook were the cheapest prices are published on line, at the same time we receive them from petrol stations and dealers (by mobile on by internet). Results and benefits • The number of visits in Petrol Stations Geoportal increased in more than a 500% since we published the social network pages. • We can obtain information about the presence and influence of these pages in social networks. These information is useful in order to improve our services. 7
Lessonslearnt • The product pages on social networks are becoming serious players in advertising campaigns; • Spain is among the 10 countries with more users and more rapid growth in social networks; • The pages on the social networks are created to disseminate Ministry information to the people who are connected to them (fans or followers). The dissemination of information through these social networks is easy, fast and massive; • The Ministry also opted for these channels in order to provide a more modern way for people to access the Ministry's information; • It aims to increase the transparency of the public sector and in particular the opening up of the Ministry's data and relevant information to citizens. 8
