  2. Objective of the Local Action Plan Objective of the LIP (why a LIP?) The purpose of this document is to prepare an integrated approach to sustainable urban conservation through regeneration. This document specifically targets the Corradino side and the Paola Urban Core through improved; physical and social regeneration projects, heritage, tourism and cultural industries and harnessing new opportunities for transportation links and revitalized living conditions for all residents in the area through energy efficiency.

Guiding Principles of the Local Action Plan • DecentralisedActionPlansforRegenerationthroughAction, • (FromthemainmanagingAuthority central governmentto Local Council governance), • Thedevelopment of viable managementmechanismsthrough PPP hybrids, • Spuringfurtherprivate sector involvement and investment in socio-economicregeneration, • PromotingsustainableconservationthroughCMPs and ‘bestpractice’ withadaptive re-use in line with International Conventions and Charters, • PromotingheritageconservationwithCarbonFootprintparametersthroughthe SEA Strategic Environmental Assessment or SEA Directive was included as integral part of the Planning process • Promotingaccessibilitytoall and mobilityprinciples in regenerationareasthroughheritagelandmarkbuildings, • ProposingNeigbourhoodempowerment as a means of catalysingsense of belonging and civicpridethroughheritage (as part of theregenerationprocess)

How to develop alternative site uses and techniques, which best secure the long term preservation of the military heritage; III. How to maximise access to military sites by sustainable modes of transport, which minimise car use and decouple transport growth from local GDP growth; IV. How the socio-economic re-use of the sites can maximise local jobs for local people and therefore sustainable communities and greater social cohesion.
