  2. Energy strategy Burgenland Burgenland: Map and dates Size: 4.000 km² Inhabitants: 280.000 Eisenstadt: 12.000 inh. Towns, villages: 171 Rural area North: flat landscape (wind) South: hills (woods)

  3. Burgenland – EU Objective 1 area • 1995-1999:Objective 1 area with focus on strategic investments; first priorities at key technologies, above them: renewable energy • 2000-2006:Objective 1 area with focus at key technologies; strategic investments at pilot research plants • 2007-2013:Objective (phasing out)1 area with focus at research and innovation; continuing research and investment in renewable energy technologies, co-operation in EU-projects

  4. ESPAN: interregional project • Goal: development of an interregional Energy Strategy PANnonia • Implementation of network, strategies, pilot actions, know how transfer, awareness actions • Implementation of and working with Energy team. • Co-ordination of various strategies and actions • Combination of efficiency and resources from pilots until implementation

  5. Energy strategy Burgenland Burgenland: Visions and goals • Electricity autonomy in 2013 • Complete energy autonomy in 2020 • Use of own resources with added value • Implementation of new business and technologies • No conflict with food production • Implementation at regional, communal and private level

  6. Energy strategy Burgenland Electricity • 60% of electricity consumption is produced from renewables • 370 MW wind power is installed. (production of 800 Mill. kWh = 50% of electricity consumption) • Until 1.000 MW of wind power are in preparartion • Implementation of wind power only in defined “wind zones” in accordance with ecology organisations and nature protection

  7. Energy strategy Burgenland Energy autonomy • Energy team Burgenland installed • Energy strategy focus mainly at communal level • EKKO as cooperative communal energy strategy • ESPAN as interregional energy strategy • Beside energy saving high focus at energy production from renewable resources • Support of technologies fitting to communal or private level

  8. Energy strategy Burgenland Energy consumption and ressources StatistikAusria (2008), own calculation • Liquid energy (Oil, Diesel, Benzin): 416 Mio. Litre • Renewable Energy: 900.000 m³ (wood) • Natural gas: ca. 120 Mio. m³ • Electricity: about. 1,6 Mia. kWh • Summary: about 9,3 Mia. kWh

  12. EKKO – Energy Concepts for Communes Aims and Requirements • Solutions concerning energy requirements on communal (regional) level • Integration of energy issues as a part of regional (communal) planning and development • Efficient, moderated and supported process for analysis, development of a concept and implementation plan • Cooperative Bottom Up Process, active Collaboration of Communes

  13. EKKO – Energy Concepts for Communes Communal Planning and Development • Development of an „energy saving plan“ for the whole commune • Development of a „production plan“ concerning the use of existing resources • Contains a short, middle and long term „implementation plan“

  14. EKKO – Energy Concepts for Communes Communale and regional Contribution to Climate protection aims, economic development, quality of life, sustainability total CO2 reduction, total energy produced, number of measures, implementation, Plan, number of co operations, actions results Commune1 results Commune 2 results Commune 3 results Commune n

  15. Energy strategy Burgenland Energy - consumption of Commune Reduction of energy- consumption of Commune Enlargement of Energy production within commune Actual use ofrenewable energy In Commune long term „Energy balance“

  16. Energy strategy Burgenland Reduced Energy consumtion of Commune enlarged Energy production Within Commune Analysis of current situation Definition of goals, Concepts, Strategies Implementation plans, Cooperation (short, middle, long term) long term „Energy balance“

  17. Energy strategy Burgenland Reduced Energy consumption within Commune Enlarged Energy production within Commune „Energy balance“ (=autonomy) possible?

  18. Energy strategy Burgenland Theses 1: Energy balance (Autonomy) is possible, • Ifenergy aware acting of people is self evident • Ifall building will reach a standard of a lowest energy or passive house • Ifenergy production will be extended from central to regional, communal, local until the private households • Ifmobility will become radical more efficient AND at least partly changed to E-Mobility • IfPhoto voltaic and wind power will need only low or no funding and will be used generally

  19. Energy strategy Burgenland Theses 2: Energy balance (Autonomy) is possible, • Ifproduction of liquid energy (fuels) out of renewable and other resources will be used economically • Ifsufficient storing of Electricity and gas will be state of the art • Ifa sufficient number of key players and people will join!
