What is Navigate? • Supported by MOJ and Home Office • Building on success of Mappa and previous PPO scheme • Extension of partnership arrangements to address offending pathways • Co-ordinated and integrated approach
What is Navigate? Cont... • Manages and monitors a rolling cohort of 50 offenders across Warrington • Both Statutory and non statutory offenders • Targeting those who commit the highest volume of crime and have the most impact upon the community
Key Principles of Warrington Navigate • A partnership approach to reducing re-offending • Consistent approach that is flexible to reflect Local priorities • Promoting rehabilitation alongside robust enforcement • Develop a more effective prevent strategy • Realign existing partnership resources
Warrington Navigatedoes it look like? • A virtual team made up of Police, Probation, YOS, Housing, Drug and Alcohol services • Weekly practioner meetings • Monthly Joint Agency Group • Live intelligence • Shared management • Joint responsibility
Warrington Navigate What does it mean?.... • Reductions in offending – Less victims • Increased supervision • Joint assessment and action planning • Referral to (and support through) agencies • Swift access to drug/alcohol treatment • Additional support eg housing • Swift enforcement • Shared intelligence
Who is on Navigate? • Serious acquisitive criminals • Cohort consists of: • PPO • Youth offenders • DV offenders • ASB offenders
Opportunities. Opportunity to integrate partnership working across a range of agencies and understand more about what we all do, and how we can work more effectively together to manage offenders – Currently have a volunteer working as part of the Community Safety Team and a counsellor within NAVIGATE NAVIGATE offender currently volunteering at Walton Lea garden project Opportunity to improve real-time communication between agencies (at all levels) to inform offender management Opportunity to change and rationalise the way we do core business – potential for better use of resources
Nomination Process • Standard nomination form for all Agencies. • Nominations should be sent to the Navigate team for the matrix to be completed and scored:- • Sheila.Steele@cheshire.pnn.police.uk • Steven.Hilton-Smith@cheshire.pnn.police.uk • The Navigate team will review the matrix/nomination form and collect any other intelligence needed to make an informed decision. • The nomination will be discussed at the next monthly Joint Agency Group (JAG). The nomination will be discussed and a decision made as to whether the nominated person will be accepted onto the scheme at this meeting. • The referrer will be notified of the decision.
