Background • In April 2006, Birmingham City Council embarked on the largest Business Transformation programme in UK local government to revolutionise the way that the Council delivers services to people who live, learn, work in, or visit Birmingham. • This is a long-term programme for the Council that seeks to save £1 billion over ten years through more efficient ways of working. • Service Birmingham, a joint venture between Birmingham City Council and Capita Business Services, is contributing to the delivery of the Council's Business Transformation strategy through its Business Transformation team. • The Service Birmingham team conducted its first global survey on Business Transformation amongst Council staff in February 2010. • The results of the survey are to be used to report how the Business Transformation programme is delivering and working, and to inform strategy on how to shape both business change and the communication supporting it.
Objectives of the study • The research objectives of the study are as follows: • To understand perceptions of Business Transformation amongst Birmingham City Council staff • To explore what experience Council staff have had with Business Transformation • To assess the impact Business Transformation has had on Birmingham City staff • To measure staff’s understanding and knowledge of Business Transformation
Sample • Launched and managed in-house by Service Birmingham, the survey was made available to all members of Birmingham City Council staff and deployed in two ways: • Via email (to approximately 19,000 staff) – 3928 responses • Via the February 2010 edition of the staff magazine – 16 responses • The total sample size is therefore 3944 • The results of the report have been analysed at a global level and also using the 7 service directorates as cross breaks • The sample size for each directorate is as follows: • Chief Executives (including Resources) – 856 • Adults and Communities – 683 • Children, Young People & Families – 817 • Housing and Constituencies – 715 • Environment and Culture – 366 • Development – 341 • Service Birmingham – 157 • (9 members of staff did not specify their directorate)
