Evaluations Use Multiple Measures The TEACHNJ Act requires evaluations to include multiple measures of student progress and multiple data sources. Less than 20% of teachers
Teacher Observations Vary • Long: 40 minutes, with post-conference • Short: 20 minutes, with post-conference • Corrective Action Plans: After the first year, teachers who receive an Ineffective or Partially Effective rating are required to have one additional observation, and multiple observers are required. • All teachers must have at least one unannounced and one announced observation. Announced observations will include pre-activities*
All Teachers Set Student Growth Objectives (SGOs) • SGOs: Annual, specific, and measureable academic goals for groups of students that are locally developed and assessed • Creating an SGO: • Collaborative process between teacher and immediate supervisor • Principal has final decision • SGOs can be based on: • Appropriate national, state or LEA-developed assessments • Rubric-measured portfolios or performance assessments
Component Weighting: Tested Grades 2013-2014 Tested Grades and Subjects (Currently grades 4-8, LAL and math)* • 55% teacher practice (observations) • 45% student achievement • 30% SGP (from NJDOE) • 15% SGO (locally developed) • The Department will look to incorporate other measures where possible and percentages may change as system evolves
Component Weighting: Non-Tested Grades 2013-2014 Tested Grades and Subjects (Currently grades 4-8, LAL and math)* • 85% teacher practice (observations) • 15% student achievement (SGO’s) • Future Target • 50% Teacher Practice (observations) • 50% SGO’s and other measures
Teachers’ Summative Ratings The NJDOE will determine the summative performance scale prior to September 2013. SGP score is added to final evaluation upon receipt of test scores*
Implications of Ratings • Teachers rated Ineffective or Partially Ineffective receive support through Corrective Action Plans (CAP) • Planned content in CAP: • Clear improvement needs • Specific goals and timeline • Prescribed resources outlined in CAP • Progress toward goals in CAP: • One extra observation and conference required mid-year • Tenured teachers must have multiple observers
A note about principals and other positions • Principal evaluation will be based on the same measures • A portion of the principal evaluation includes how well they implement the new evaluation model in their school as per the NJDOE • Vice and assistant principals are also utilizing this model • Evaluation models for other positions are being developed by NJDOE and will remain the same for the next school year
Meaningful Feedback and Support • Increased number of conferences (goal setting, post-observation) allows for increased and better professional conversation • More objective and nuanced observation ratings allow educators to reflect on practice with more depth • Student achievement scores based on student growth give teachers a more accurate idea of their impact and let them work with administrators to improve results • All information gathered helps tailor professional development to meet staff needs • Teachers engaged in their own evaluation • Professional growth is now at the core of evaluation
Next steps… • This initiative represents a major shift in the evaluation process for both teachers and administrators • Teachers will be asked to reflect upon their practice • Protocol developed and presented in September • Training on web-based module in September • There are still unanswered questions.
