What is the Test Program for Certain Commercial Items? FAR Subpart 13.500(a): The use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold. * Clinger Cohen Act of 1996 (CCA)
Why was the Test Program put in place? FAR Subpart 13.500(a): To vest contracting officers with additional procedural discretion and flexibility, so that commercial item acquisitions may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative cost for both the Government and industry.
What is considered a commercial item? Any supply or service, other than real property (FAR Subpart 2.101): Used by the general public or by non-governmental entities for purposes other than governmental purposes That has been sold, leased, or licensed to the general public That has been offered for sale, lease, or license to the general public That has evolved from an item described above Modifications of a type customarily available in the commercial marketplace Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements
