Four Areas of Concern • Streamlining Local & National Regulatory Processes • Promoting Local Economic Strategies conducive to investment • Improving information support on local enterprises critical to business matching and investment generation • Addressing consumer related issues
Theme 1: Streamlining Local & National Regulatory Processes • Make the BPLS Oversight Committee a committee under the SW-LIR; adopt its work plan as part of SW-LIR • May initiate additional review of regulatory processes - Land titling - Mining permits
Theme 2: Promoting Local Economic Strategies for Investment • Review of National Laws and Local Regulations - consistency of incentive-giving laws (e.g. tourism, mining, BPO-IT, agri-business) with local tax code and local investment incentives act
Theme 3: Improving Information Support for Business Matching & Investment Promotion • Assist LGUs in generating information for promoting investments, e.g. - use of LGU business registration information for business matching - linking NGA database for efficient data sharing (e.g. Philippine Business Registry) • Develop with business groups a framework for regular private sector (e.g. local chambers) and LGU interaction to discuss issues and plan investment-related projects
Theme 4: Address Consumer-Related Issues • Strengthen standard setting (harmonized with international ) and implementation at the local level - tourism facilities (as pilot)
