He created the praetorian guard, which acted as his bodyguards and consisted of 9 cohorts of 500 men. • Augustus shared control of Rome and its provinces with the Senate. • The Senate was in control of the settled provinces while the emperor was in charge of newly gained territories and the Roman army.
Augustus continued to offer Roman citizenship to newly conquered people. • Ordered a census of the population • Uniform tax system that promoted the fair and just treatment of the provinces
