M&E and Learning Framework (contd …) • The Framework: Measuring impact • LRSP mission, goal & SDs • The broader context: international trends e.g. MDGs; national policies & trends e.g. NDP, PRDP etc; coalitions and consortia; partnerships e.g. with govt, CSOs, pvt sector, etc • Our practice: application of the Unifying framework; programming standards and principles; program support functions (effectiveness, efficiency & attitude) • Compare with UBOS / GoU panel data set (& create our own panel data?) • Keep UBORA in perspective

Program Strategy & Program Design • Program strategy for Northern Uganda developed • Program with the poor / marginalized people affected by armed conflict (main donor: NORAD … ADA likely to join) • Program with the poor / marginalized people affected by natural resource policies & governance (main donor: DANIDA, Danish TV and Ford Foundation) • Starting the process to develop second phase of ADA funded program with conflict • Applying program initiative questionnaire to the existing projects / programs • Mapping of ‘cluster’ of projects dealing with same / similar impact groups
CO Level Reviews & CO ‘Broad Picture’) • Annual CO reviews (started in FY2008) • Summary monthly data on CO key indicators: • CO SD indicators • PS basic data • Keep UBORA in practice / perspective
Some Challenges • Staff understanding • Staff practices and expectations (“where am I?”) • CARE talks “program”; do the CI members and donors? • “We will develop program and others will join”, what about the other way round? • Multiple demands on staff including those on PQ&L Team … our operating model • Not enough time / space and ‘reward’ for reflection • Current initiatives may contribute to the Satellite role; what else is needed as focused initiatives? • Impact group still broadly defined in several cases • Need to work more closely with Learning Labs and other Satellite COs within (and beyond) ECAR
