Ethical business is undermined by bad laws and poor law enforcement (DR)
Business needs a level-playing – if I am to take the costs of conforming to the law, I need my competitors to if I am to remain competitive.
But national labour law is weakly enforced or ignored
International labour law is circumvented with weak national law
Under these circumstances it is hard to make sustainable improvements. (ETI has had success when it has been able to work with national governments in order to promote a culture of compliance with the law and encourage stronger working relationships between government, business, trade unions and NGOs).
Competition is driving short-termism (DC)
Concentration and consolidation is making the problem worse (FG)
Consequently, the business case for CSR is undermined (DC)
