Overview These training materials are designed to highlight important information regarding test administration policies and procedures. Not all information from the test administration manual is included in this presentation, so it is imperative that district and school staff read and familiarize themselves with all information in the manual in addition to using these training materials.
Overview • These training materials are based on the Spring 2014 Reading, Mathematics, & Science Test Administration Manual (Spring 2014 RMS Manual). • There are separate training materials for Spring 2014 FCAT 2.0 Writing and the Spring 2014 Computer-Based FCAT 2.0 Reading and Mathematics tests. • Training materials are available at www.FLAssessments.com/SpringRMS.

RMS AdministrationSchedulePaper-Based Tests • FCAT/FCAT 2.0 test session lengths are as follows: • Grades 3–10 Reading: 70 minutes • Grades 3–8 Mathematics: 70 minutes • Grades 5 and 8 Science: 80 minutes • Reading Retake: Half the length of a typical school day (session starting and stopping times determined by school assessment coordinator) • Mathematics Retake: The length of a typical school day (session starting and stopping times determined by school assessment coordinator) • FCAT/FCAT 2.0 test sessions are administered as follows: • Grades 3–10 Reading and Reading Retake, Grades 3–5 Mathematics, and Grade 5 Science are administered in two sessions over two days. • Grades 6–8 Mathematics and Grade 8 Science are administered in two sessions in one day. • Mathematics Retake is administered in a single test session in one day.
What’s New Testing Rules Acknowledgment • The last portion of the testing rules read to students before they affirm the Testing Rules Acknowledgment reads, “After the test, you may not discuss the test items with anyone. This includes any type of electronic communication, such as texting, emailing, or posting online, for example, on websites like Facebook, Twitter, or Instagram. If you are found sharing information about test items, even without the intent to cheat, your test will be invalidated.” • Students and their parents/guardians should be made aware of this clarification to the testing rules prior to testing.
What’s New Student Demographic Information The English Language Learner (ELL) category on student grid sheets no longer records the length of time ELLs have been receiving ESOL services but is now updated to record the length of time ELLS have been enrolled in a U.S. school.
What’s New Required Administration Information • The list of required administration information has been updated to include both the accommodations provided to students and the accommodations used by students during the test administration. • If a student does not use an accommodation that is provided, the school assessment coordinator should be notified when testing is completed, and the accommodation should not be recorded on the student’s grid sheet. • Schools are responsible for maintaining documentation of accommodations that are provided but not used. • The blank Administration Record/Security Checklist has been updated to include fields for both accommodations provided and accommodations used.
What’s New Test Security Statute and Rule Florida Test Security Statute, Section 1008.24, Florida Statutes (F.S.), and Florida State Board of Education Rule 6A-10.042, FAC, located in Appendix B of the Spring 2014 RMS Manual, are now printed on perforated pages that may be removed for review during trainings.
What’s New Test Group Code • Schools must ensure that each test administrator is given one unique four-digit test group code to use in his or her testing room for both test sessions. • Each testing room must use a different test group code. • For example, students testing in Ms. Smith’s room will use the same unique code for both Session 1 and Session 2, and students testing in Mr. Black’s testing room will use a different code for both Session 1 and Session 2. • Test group codes are created by the test coordinator at each school.
What’s New FCAT Mathematics Retake • The FCAT Mathematics Retake will be available in Spring 2014, Fall 2014, and Spring 2015 forstudents who entered grade 9 in 2009 or earlier and have not yet met the graduation requirement. • ONLY those students who entered grade 9 in 2009 or earlier and have not obtained a passing score or a concordant score may participate. • The FCAT Mathematics Retake will be offered incomputer-based format. TestHear accommodated forms and paper-based accommodations (regular print, large print, and braille) are available for eligible students. • There is no PreID window for the FCAT Mathematics Retake. School personnel are responsible for entering students into PearsonAccess through the New Student wizard or hand-gridding student demographic information on student grid sheets.
Reminders Test Security Policies and Procedures • Per Florida State Board of Education Rule 6A-10.042, FAC, and Test Security Statute, s. 1008.24, F.S. (see Appendix B of the Spring 2014 RMS Manual), district and school personnel are required to maintain test security before, during, and after testing. • Inappropriate actions can result in student or classroom invalidations and/or loss of teaching certification. • All school personnel, including itinerant teachers and proctors, must receive thorough training in test administration and security policies and procedures, familiarize themselves with all relevant content of the test administration manual(s), read the Statute and Rule in Appendix B, and then sign an FCAT 2.0 Test Administration and Security Agreement. • All test administrators must be certified educators and must sign the Test Administrator Prohibited Activities Agreement.
Reminders Electronic Devices • School personnel must ensure that students do not have access to their cell phones or other electronic or recording devices at any time during testing, including breaks within a test session (e.g., lunch, restroom breaks). • If a student is found to be in possession of ANY electronic devices during testing OR during a break, his or her test must be invalidated. • Students and their parents/guardians must be made aware of this policy prior to testing.
Reminders Leaving Campus • If a student begins a session and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session. • No exceptions will be made once the student leaves the school’s campus, so students and parents/guardians must be made aware of this policy prior to testing. • If a test administrator has concerns about a student (e.g., if a student seems ill), that student should be tested on a make-up day.
Reminders Chain of Custody Form • Schools are required to maintain a Test Materials Chain of Custody Form, located at www.FLAssessments.com/SpringRMS and in Appendix C of the Spring 2014 RMS Manual. • Record accurate information on the form, including the dates and times activities are completed, the names of the people performing activities involving the materials, and information about the locked storage room. • Retain electronic or hard copies of completed forms after materials are packaged for pickup, and email or return the originals to the district assessment coordinator.
Reminders PreID Labels and Student Grid Sheets • Five elements must be correct on PreID labels: • Student name • Student ID number • District number • School number • Grade level • If any of this information is incorrect, the label must not be used and the correct information must be gridded on the student grid sheet. • On Reading Retake PreID labels ONLY, an incorrect grade level may be corrected by gridding. • Test administrators and/or school assessment coordinators may check for and erase stray marks on student grid sheets only. School staff must NOT open or check through completed answer documents to check for or erase stray marks after testing.
Reminders Return Labels • BLUE labels—Grade 3 TO BE SCORED Materials • RED labels—Grades 4–10 TO BE SCORED Materials • Olive labels—Retake TO BE SCORED Materials • WHITE labels—Large Print and One-Item-Per-Page TO BE SCORED Materials • PINK labels—Braille TO BE SCORED Materials • YELLOWlabels—All NOT TO BE SCORED Materials, including NOT TO BE SCORED special documents
Reminders All tests must be returned. All tests must be properly packaged and labeled in to-be-scored and not-to-be-scored boxes. Refer to the FCAT 2.0 RMS TAM for specific instructions on how to properly package materials for return. Your DTCO box for the entire FCAT 2.0 RMS testing window is due to Accountability by Friday, May 9, 2014. Do not give your DTCO box to Suncoast Moving & Storage. Materials Return Schedule
Reminders Test Administrator Policies • ALL test administrators must be certified educators. • Test administrators are required to sign a Test Administrator Prohibited Activities Agreement in addition to a Security Agreement. • The FCAT 2.0 Test Administration and Security Agreement and the Test Administrator Prohibited Activities Agreement may be copied together so that double-sided, single-page copies can be distributed to test administrators. • School assessment coordinators must file the signed forms with their signed security agreements.
Reminders Rulers for Grades 3 and 4 Mathematics • FCAT 2.0 Rulers for use in Session 2 only of Grades 3 and 4 Mathematics will be provided on perforated sheets with other test materials. • Grades 3 and 4 students using large print or one-item-per-page materials will use regular FCAT 2.0 rulers. • Grades 3 and 4 students using braille materials will use braille rulers included in the braille test materials kits. • Rulers must not be distributed for Session 1.
Reminders Test Sessions • For all FCAT 2.0 tests, Session 1 MUST be completed before Session 2. • Any students absent for Session 1 may not participate in Session 2 until they have completed Session 1. • A student with a flexible scheduling/extended time accommodation must complete one session before continuing to the next session. • Test administrators are required to use ALL of the allotted time in each session and should not end a session early.

Students to Be Tested In general, all Florida public school students enrolled in tested grade levels (Grades 3–10) participate in the FCAT 2.0, per Section 1008.22(3)(a), F.S. Students must take the test(s) appropriate for the grade level in which they are receiving instruction.
Students to Be Tested FCAT 2.0 Reading Retake—Eligible Students • Students who entered Grade 9 in the 2009-2010 school year and beyond and are pursuing a standard Florida high school diploma must pass the Grade 10 FCAT 2.0 Reading test or obtain a concordant score on the ACT or SAT as one of the requirements for graduation. • The following students are eligible to participate in this administration of the FCAT 2.0 Reading Retake: • Retained Grade 10 or Grades 11–adult (AD) regular high school students who have not yet passed the Grade 10 FCAT 2.0 Reading test. • Students who enrolled in Grade 9 prior to the 2009–2010 school year but have not yet passed the Grade 10 FCAT Reading test. Because the FCAT Reading Retake is no longer offered, these students will participate in the FCAT 2.0 Reading Retake.
Students to Be Tested FCAT 2.0 Reading Retake—Ineligible Students • Students who have received a GED diploma are not eligible to participate in FCAT 2.0 administrations. • Students enrolled in grade levels below Grade 10may not participate in Retake administrations. • Grades 11 and 12 Home Education Program students, McKay Scholarship Program students enrolled in private school, and FTC Scholarship Program students are not eligible to participate in the Reading Retake.
Students to Be Tested FCAT Mathematics Retake • Students who entered grade 9 in 2009 or earlier who have not yet met the graduation requirement by earning a passing score on the FCAT Mathematics Retake or a concordant score on the Mathematics portion of the ACT or SAT are eligible to participate in this administration of the FCAT Mathematics Retake. • Students who entered grade 9 after 2009 are not eligible to participate in the FCAT Mathematics Retake. • Students who have received a GED diploma are not eligible to participate in FCAT or FCAT 2.0 administrations. • Grades 11 and 12 Home Education Program students, McKay Scholarship Program students enrolled in private school, and FTC Scholarship Program students are not eligible to participate in the FCAT Mathematics Retake.
Students to Be Tested Special Program Students • Make arrangements to test special program students (e.g., Home Education, Virtual School, McKay Scholarship, FTC Scholarship). • It is our goal to test Home Education, Full-time FLVS, and McKay Scholarship students at the LCPEC. If special arrangements are requested, we will contact you. • Ensure that grid sheets and Document Count Forms for these students are completed properly, according to the chart on page 10 of the Spring 2014 RMS manual.
Students to Be Tested English Language Learners (ELLs) • All ELLs participate in statewide assessments. • If an ELL first enrolled in a U.S. school less than one year ago AND a majority of the student’s ELL committee determines that it is appropriate, the ELL may be exempt from this FCAT 2.0 Reading administration. • Exempt ELLs must participate in the Reading section of the English proficiency assessment or they will be counted as “not assessed,” and this will impact the participation rate calculation. • All ELLs participate in the FCAT 2.0 Mathematics and Science tests no matter how long these students have been enrolled in a U.S. school. • See Appendix A of the Spring 2014 RMS Manual for information regarding allowable accommodations for ELLs.
Students to Be Tested Students With Disabilities • Students with disabilities participate in the statewide assessment program by taking one of the following: • FCAT 2.0 without accommodations, • FCAT 2.0 with accommodations, or • Florida Alternate Assessment. • All determinations regarding participation in the statewide assessment program must be documented in the student’s IEP or Section 504 plan. • See Appendix A of the Spring 2014 RMS Manual for information regarding allowable accommodations for students with disabilities.
Preparing Test Materials School personnel must adhere to the following policies as they prepare test materials: • Only the school assessment coordinator and school personnel designated by the building/site administrator may open the shrink-wrapped packages and affix PreID labels. Sealed test books must not be opened. • Do not use student labels from previous administrations. • Students are not permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing. • The Test Materials Chain of Custody Form must be maintained at all times. • All secure materials must be returned to locked storage and remain there until testing.
PreID Labels Before applying PreID labels to student answer documents: • Verify that the student is still enrolled and will be tested. • Verify the information on the PreID Roster against the school’s student information database. • FIVE elements MUST be correct on a student PreID label: • Student name • Student ID number • District number • School number • Grade level • Destroy labels in a secure manner if ANY of this information is incorrect. • If any other preidentified information (e.g., date of birth) is incorrect, use the label.
PreID Labels • Affix the label in the box in the lower left corner of the student grid sheet. • Do not remove labels once they have been affixed. • Do not place a label over another label.
PreID Labels • If the student name, student ID number, district number, school number, OR grade level is INCORRECT on a USED answer document, the student must, under the supervision of the test administrator, transfer his or her exact responses into a replacement answer document. ( • For Retakes ONLY, if grade level is incorrect on a label, the correct grade level must be gridded and the student may use the document. • Ensure the replacement document has the same form code if the replacement is one of the following: • Grade 3 Reading Test and Answer Book • Grade 3 Mathematics Test and Answer Book • Grade 4 Reading Test and Answer Book • Grade 4 Mathematics Test and Answer Book
PreID Labels • The test administrator must grid the DNS bubble on an answer document that contains an incorrect label and return it with all other NOT TO BE SCORED materials. • The test administrator must then grid the correct student information on the replacement document. • If any student information is missing from a student label that has been affixed to a document, add the information by gridding the appropriate bubbles on the student grid sheet. Incorrect information on a student label CANNOT be corrected in this manner (except for grade level on a Retake PreID label). • Do not use a preidentified document for any student other than the student for whom it is preidentified.
Test Security • Per Test Security Statute, s. 1008.24, F.S., and Florida State Board Rule, 6A-10.042, FAC, inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement. • Examples of prohibited activities include the following: • Reading or viewing the passages or test items before, during, or after testing • Revealing the passages or test items • Copying the passages or test items • Explaining or reading the passages or test items for students • Copying or reading student responses • Changing or otherwise interfering with student responses to test items • Causing achievement of schools to be inaccurately measured or reported
Tracking Security Numbers • A security number is a unique nine-digit number followed by a check digit used to account for each secure test document (test book, test and answer book, Reading Passage Booklet). • The security number is located in the upper right corner of secure test documents. See page 20 of the Spring 2014 RMS Manual for graphics showing the location of the security number. • Written documentation of the number ranges must be maintained at all times during distribution and return of materials. • The test administrator may use the pre-populated Administration Record/Security Checklist, a blank copy of the checklist, or may make his/her own comprehensive record of security numbers.
Tracking Security Numbers • Security number(s) of the document(s) assigned to and returned by each student should be recorded and verified at the completion of each day of testing. • Security numbers of secure materials not already listed on the pre-populated checklist (e.g., materials distributed from district overage) MUST be added to the record with the names of the students to whom the test materials are assigned. • School assessment coordinators may use the checklist to record the security numbers of the documents assigned to and returned by each test administrator. • To access the pre-populated checklist in PearsonAccess, go to Test Setup > Order Additional Materials and Tracking > Reports, and select Security Checklist Detail from the drop-down list.
Proctors • When testing a large group of students, proctors must be assigned to the room. Refer to the table below for the required number of proctors. • FDOE strongly encourages the use of proctors in all testing rooms, even those with 30 or fewer students. • FDOE discourages testing students in large groups (e.g., in the cafeteria or auditorium). If a school must test students in a large group, the correct number of proctors MUST be assigned and a seating chart must be carefully maintained.
Missing Materials • Schools must investigate ANY report of missing materials and report missing secure materials to the district assessment coordinator immediately. • Within 30 calendar days of the incident, a written report must be submitted to the FDOE. The report must include: • The nature of the situation • The time and place of the occurrence • The names of the people involved • Copies of completed forms (FCAT 2.0 Test Administration and Security Agreements, Test Administrator Prohibited Activities Agreements, Test Materials Chain of Custody Form, etc.) • A description of the communication between the district assessment coordinator’s office and school personnel • How the incident was resolved • What steps are being implemented to avoid future losses • A form to report missing materials can be found at www.FLAssessments.com/SpringRMS.
Test Irregularities/Security Breaches Test administrators should report any test irregularities (e.g., disruptive students) and possible security breaches to the school assessment coordinator immediately. If a test irregularity or security breach is identified, the school assessment coordinator must contact the district assessment coordinator to discuss possible test invalidations.
Test Irregularities/Security Breaches • For test irregularities requiring further investigation by the district and for security breaches, a written report must be submitted within 10 calendar days after the irregularity or security breach was identified. The report must include, as applicable: • The nature of the situation • The time and place of the occurrence • The names of the people involved • Copies of completed forms (FCAT 2.0 Test Administration and Security Agreements, Test Administrator Prohibited Activities Agreements, Test Materials Chain of Custody Form, etc.) • A description of the communication between the district assessment coordinator’s office and school personnel • How the incident was resolved • What steps are being taken to avoid future test irregularities or security breaches • Schools should submit completed reports to the district office, and district assessment coordinators should then submit reports to FDOE. • A form to report test irregularities and security breaches can be found at www.FLAssessments.com/SpringRMS.
Test Invalidation • Please contact Dr. Itzen or Rita Effing at 337-8647 if a course of action of invalidation is being considered. • The purpose of invalidation is to identify when the validity of test results has been compromised. • Test administrators should discuss possible invalidations with school assessment coordinators, and the situation should be investigated immediately. • When a student’s test is invalidated for any reason listed in the “Test Invalidation” section on pages 23-24 of the Spring 2014 RMS Manual, return the invalidated test with the DNS bubble(s) gridded with all other TO BE SCORED materials.
DNS Guidelines forDefective Materials Test Books • If a defective test book is identified before testing, the student should be given a replacement book, and the defective book should be returned with all other NOT TO BE SCORED materials. • If a defective book is identified during Session 1 of testing, the student should be given a replacement book with the same form code (on the lower left corner of the front cover). If a replacement book with the same form code is not available, the student may use a book with any form code, and the replacement code should be gridded on the student grid sheet. • If a defective book is identified during Session 2, the student should be given a replacement book with the same form code. If a replacement book with the same form code is not available, the student may use a book with any form code, and erase the form code bubble on the student grid sheet. Do NOT bubble the replacement form code on the student grid sheet.
DNS Guidelines forDefective Materials Answer Documents • If a defective answer folder, answer book, or test and answer book is identified before testing begins, the student should be given a replacement document and the defective document should be returned with all other NOT TO BE SCORED materials. • The DNS bubble MUST be gridded in the follow circumstances: • The answer document is defective and used. • A student name, ID number, district number, school number, or grade level is incorrect on a PreID label affixed to a USED answer document. • A student label has been placed over another label on a USED answer document. • If a student discovers an answer document is defective during testing, the student must be given a replacement and must, under close supervision of the test administrator, transcribe the exact responses from the defective document into the replacement when the test session is over. • The DNS bubble(s) must be gridded on the defective answer document and it should be returned with all other NOT TO BE SCORED materials.
DNS Guidelines forDefective Materials • Under the following circumstances, it is NOT necessary to grid the DNS bubble if the document has been properly packaged for return with all other NOT TO BE SCORED materials: • The preidentified answer document belongs to a student who has withdrawn before testing begins. • The preidentified answer document belongs to a student who was absent during the entire testing window. • The answer document is defective and unused. • The preidentified information is incorrect and the answer document is unused. • If a test document is soiled, see the “Security Numbers” section on page 19 of the Spring 2014 RMS Manual. • For more information on defective materials, see pages 24-25 of the Spring 2014 RMS Manual.
