Audit/Compliance Issues • Seed lot Analysis and Labeling - OECD policies mandate maximum lot size (10,000 kg. to 30,000 kg.) and seed analysis. • As of June 2009 all Conditioners are required to have sample and analysis for each OECD lot. • Seed Laboratory Accreditation – USDA/OECD requires accredited seed laboratories (ACL) for all labs providing seed analysis. • CCIA Seed Lab Recognition and Audit Program. Presentation and discussion with USDA in June 2009.
Audit/Compliance Issues • Post-Control Testing Procedures – OECD mandates at least 5% of all certified lots and all Basic lots shall be checked in a post-control test. • CCIA requires all sunflowers applicants to provide Post Harvest Growouts subject to monitoring and audit inspections. All other crop Post-Control Testing will be conducted by CCIA personnel.

Compliance • When the CCIA lab closed there was a 10% audit requirement • OECD • OECD SEED SCHEMES Appendix 8 – At least 5 % of the seed lots entered for official certification shall be check-tested by official seed testing. • OECD every lot needs a test sampled and tested from that lot. • Testing for varietal purity is a concern.
