Bay County ATMS - Background • Bay County and the DOT have been pursuing the implementation of the Bay County Regional Intelligent Transportation System (ITS) since completion of the Feasibility Study in 1998. • Financed primarily by a series of Federal ITS earmarks and matching funds provided by stakeholders including Bay County, Bay District Schools, City of Panama City, and FDOT. • In addition to the transportation network, this project will provide the communications backbone for Bay District Schools and Bay County Emergency Operations Center. Inclusion of Bay District Schools and other agencies is extremely important in times of natural disasters.
Bay County ATMS – Project Scope • Phase I – Communications Cable Infrastructure (D/B Contract) • Integration of Hathaway Bridge IMS • Phase II – Integration of communication backbone installed under Phase I project with ITS field devices • Establishment of interim traffic management center (TMC) • TMC software selection • Future phases to be pursued by Bay County officials • Upon completion of Phases I & II, the ITS project will expand to include the remainder of major roadways/traffic signals (i.e., west side of Hathaway Bridge, northern portions of Bay County)
Bay County ATMS - Schedule • Phase I – Communications Cable Infrastructure (Design-Build Contract) project was completed in May 2007 • Phase II – Traffic Controllers, Cameras, etc. (Contract Class 1 project) • Design completed October 2007 • March 26, 2008 letting (FP ID: 408412-4) • Anticipated start of construction – July 2008 • New controllers at 68 intersections • 33 CCTV cameras
Pensacola - Ten-Year ITS CFP Deployment • FP ID: 414706-1 • $33M Deployment • Design, Build, Operate & Maintain • Delivery of ITS Services • Standalone contract (ITS services were previously coupled with a long-term Asset Maintenance contract for Escambia County) • 38-mile Freeway Management System • Regional Transportation Management Center • Road Ranger Service Patrols • 10-Year Contract With 10-year Renewal Period
Pensacola ITS - Schedule • RFP Advertised – April 2008 • Pre-Proposal Meeting • Submission of Technical & Price Proposals • Oral Presentations • Question & Answer Sessions • Price Opening • Contract Execution – End June 2008 • Fully Operational RTMC & FMS – July 2010
Tallahassee - Ten-Year ITS CFP Deployment • FP ID’s: 414716-1, 414718-1, & 414720-1 • 18-Mile Freeway Management System • $16.9M Deployment • City will administer the design, construction, operation, and maintenance of the FMS and RTMC via a JPA • City will procure the services of a Program Manager through their competitive bidding process • Envisions eventual collocation of Leon County and City emergency dispatch operations in RTMC withthe City of Tallahassee Traffic Engineering Division
