  1. Know the Rules No Child Left Behind(NCLB) Adequate Yearly Progress (AYP) Nancy E. Brito, NBCT, Accountability Specialist Department of Educational Data Warehouse, Accountability, and School Improvement Nancy.brito@palmbeachschools.org 561-357-7521, PX47521

  2. Who are included in AYP calculation? • All public schools, including • Charter Schools • Alternative Schools • All students

  3. Who are included in AYP calculation? • Students with valid • FCAT 2.0 and Algebra 1 EOC Assessment scores • Florida Alternate Assessments (FAA) scores

  4. Who are included in AYP calculation? Reading and Mathematics • First-year ELL Students* • are included in participation rate, • areNOTincluded in proficiency rate * Less than 365 calendar days from entry date into the ESOL program until the first day of testing

  5. Who are included in AYP calculation? • All students (Total) and eight (8) subgroups

  6. What are the AYP subgroups? • White (W) • Black (B) • Hispanic (H) • Asian (A) • American Indian (I)

  7. What are the subgroups? • Economically Disadvantaged • Eligible for Free or Reduced-Price Lunch

  8. What are the subgroups? • English Language Learners (ELL) • LY (currently active in ESOL program) • LF (up to 2 years of monitoring after exit from ESOL program)

  9. What are the subgroups? • Students with Disabilities (SWD) • Students with exceptionalities other than gifted

  10. What does AYP measure? • Participation rate • Proficiency rate

  11. Who are included in the AYP calculation ? • Participation • Survey 3 (February FTE) enrolled students • Proficiency • Survey 2 (October FTE) and Survey 3 (February FTE) enrolled students

  12. What is the targeted participation rate? 95%

  13. What is the FY12 targeted proficiency rate?

  14. What is considered proficient? • FCAT 2.0 and EOC Assessment

  15. What is considered proficient in the FAA? Mathematics – Reading – Science - Writing FAA Proficiency Levels

  16. What is the Writing target? • 90% or more of students earn a score of three (3) points or greater or • 1% of students demonstrate improvement from the previous year

  17. What is the Graduation Rate target? High Schools only • 85% of students or greater or • 2% of students improvement from previous year

  18. How does it work? Safe Harbor

  19. What is Safe Harbor? • Safe Harbor allows schools to make AYP through a provision in NCLB that applies only to subgroups that did not meet the Reading and Mathematics proficiency targets.

  20. How is Safe Harbor Calculated? • The percent of non-proficient students is decreased by at least 10% from the prior year in the subject being evaluated. • In addition, the subgroup must meet AYP requirements in Writing proficiency and the Graduation Rate.

  21. How is Safe Harbor Calculated? Example

  22. How is Safe Harbor Calculated? Example

  23. How is Safe Harbor Calculated? Example

  24. How does it work? GROWTH MODEL

  25. What is the Growth Model? It allows schools to make AYP through a provision in NCLB that applies only to subgroups that did not meet: • Reading and Mathematics proficiency targets • Safe Harbor

  26. Who is included in the GROWTH MODEL? • Grades 4-10 students • Students with at least two (2) years of assessment scores • Grade 3 students • Without prior assessment scores • Retained

  27. How is the Growth Model trajectory determined? The three-year growth trajectory is built based on students’ previous test scores compared to proficiency at a later point in time.

  28. How is the GROWTH MODEL trajectory determined? Student Example FY 2012 Current Grade

  29. How is the GROWTH MODEL trajectory determined? Student Example DSS from FY 2006 (previous year) Base score for trajectory DSS = Developmental Scale Score

  30. How is the GROWTH MODEL trajectory determined? Student Example Count three years from FY2011 (Base Score) 1 2 3

  31. How is the GROWTH MODEL trajectory determined? Student Example Determine the State Proficiency Target DSS

  32. How is the GROWTH MODEL trajectory determined? Student Example Subtract Proficiency Target from Base Score 252 -180 72

  33. How is the GROWTH MODEL trajectory determined? Student Example 252 -180 72 Divide difference by 3

  34. How is the GROWTH MODEL trajectory determined? Student Example Divide difference by 3 72/3 = 24

  35. How is the GROWTH MODEL trajectory determined? Student Example Determine Trajectory Add the amount to the base score + 24 = 204

  36. How is the GROWTH MODEL trajectory determined? Student Example Determine Trajectory Year 1 DSS + 24 = 204

  37. How is the GROWTH MODEL trajectory determined? Student Example Determine Trajectory Add the amount to the year one score + 24 = 228 + 24 = 204

  38. How is the GROWTH MODEL trajectory determined? Student Example Determine Trajectory Year 2 DSS Year 1 DSS + 24 = 228

  39. How is the GROWTH MODEL trajectory determined? Add the amount to the Year 2 score Student Example Determine Trajectory Year 2 DSS Year 1 DSS + 24 = 252

  40. How is the GROWTH MODEL trajectory determined? Student Example Determine Trajectory Year 3 DSS Year 2 DSS Year 1 DSS + 24 = 252

  41. How is the GROWTH MODEL trajectory determined? Student Example Trajectory Set

  42. FY12 Year 1 – Student 1 This student is included in the percentage that is “On Track To Be Proficient”. Student Example On track: YES

  43. FY13 Year 2 – Student 1 This student is NOT included in the percentage that is “On Track To Be Proficient”. Student Example On track: NO

  44. How is the percent of students “On Track To Be Proficient” determined? Percent = Number of Students “On Track To Be Proficient” Students Eligible for Growth Model

  45. What is the FY12 “On Track To Be Proficient” target? Same as the proficiency target

  46. How is the growth of SWD students with FAA scores determined? If a student • Improves an achievement level • 1 to 2, 2 to 3, 3 to 4, 4 to 5, 5 to 6, 6 to 7, 7 to 8, 8 to 9 • Maintains the same proficient level from the prior year • 4 to 4, 5 to 5, 6 to 6, 7 to 7, 8 to 8, 9 to 9

  47. What is the minimum subgroup cell size ? Reading and Mathematics Proficiency • Students in subgroup count with valid test scores is greater than or equal to 30 and represents more than 15% of “total” school’s population or • Students in subgroup count is at least 100 students

  48. What is the minimum subgroup cell size ? Example:

  49. What is the minimum subgroup cell size ? Writing proficiency • Students with valid test scores is 30 or more
