  2. NNPS Goal NCLB • Redirect and maximize use of available No Child Left Behind funds to decrease the disparity gaps among subgroups while improving achievement of all students.

  3. Title IImproving Basic Programs NCLB • Title I is part of the No Child Left behind legislation. • Title I reaches about 12.5 million students enrolled in both public and private schools.

  4. Specific Title I Requirements NCLB • Coordinate Title I services with the regular instructional program, including assisting transition from preschool programs. • Provide instruction by highly qualified teachers. • Provide opportunities for professional development. • Provide strategies to increase parental involvement.

Title IImproving Basic Programs NCLB • Purpose:Ensure that all students have fair, equal, and significant opportunity to obtain a high quality education and reach proficiency on State academic assessments. • Title I funds must be used in schools with the highest concentrations of students from low-income families.

  6. Supplement Versus Supplant NCLB • These funds may only supplement not supplant state/local funds. • Cannot now use these funds to pay for things formerly paid for from other funds. • Must only add to (supplement) or provide new initiatives.

  7. Title IImproving Basic Programs NCLB • How are Funds Spent? • Provide same salary/benefits increases as other division employees • First Step program (preschool) • Central office support • Parental Involvement Specialist • Allocations for Title I Elementary Schools

  8. Title IImproving Basic Programs NCLB • Based on individual needs assessments at each Title I school, allocation is spent for: • personnel • reading teachers • math teachers • SOL teachers • parent involvement • professional development • instructional materials

  9. Parent Involvement NCLB • “The participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities.” • Parent input required in Title I, Title II, Title III, and Title IV

  10. Parent’s “Right-To-Know” Teacher Qualifications NCLB • Local school divisions receiving Title I funds must notify parents at the beginning of each school year that they may request and obtain information from the division about qualifications of staff instructing their children in Title I schools. This notice was placed in the student Agenda of Title I schools.

  11. Teacher Quality and Parent Notification NCLB • The local school division must ensure that Title I schools give timely notice to parents that their children have been assigned or have been taught for four or more consecutive weeks by a teacher who is not highly qualified. • This applies to ALL teachers, not just those who work in Title I programs
