  2. 2010 Changes, Retirements, Etc. • Incident Business Practices Working Team changed to Incident Business Committee • Committee is made up of the Agency Business Leads located at NIFC and 2 State Incident Busines Leads – Jill Lipsey, TX and Janelle Ray, CO State • Mary Ann Szymoniak retired 10/2009. Sarah Fisher is the new Incident Business Administration Branch Chief effective 10/2009

  3. National Personnel Changes • Sheri Elliott new Region 5 IAC effective April 2009 • Jane Haker, Region 1 IAC, retired 12/31/09. Her replacement is Tracy Nimolos effective 10/09. Region 1 hired 5 Incident Business Specialists – zoned on various Forests • Tina Ledger, Region 4 IAC, retiring 3/1/2010 • Kathy Shelton, Region 6 IAC, retiring 4/30/2010. Region 6 also serves as the IAC for Region 10.

  4. Regional Personnel Changes • Barbara Cooper, SA Buying Team Leader retired effective 10/31/09.

  5. Incident Travel • ADs • Paid on OF-288 for mileage/incidentals/baggage/parking (amount is coded to a different BOC and does not count in taxes) • Flights made through CBA will NOT require voucher or TA • Will need to be processed through GovTrip if more than above (ie. Hotel, car rental)

  6. Incident Travel cont. • FS AD employees • Prepare a limited open authorization for Mission-Critical • Use GovTrip to process Vouchers • P Codes will be available to all for TA • Crew Bosses can still use Purchase Cards to subsist their crew – CANNOT use purchase card to pay for baggage.

General Topics • Cost Reviews • No relief – still a priority for FS • Expect more discussion with State budgets dropping • Fuel Vendors • Expanding the use of credit cards • Rental Vehicles through GSA or an EERA • Process payments like any other equipment • Should NOT pay on your travel card (liability) • Dispatch should consider using EERA if team is ordered for your unit

General Topics (2) • Best Value Dispatching in Full Swing • Resources hired for incident only released first • After that priority is set in demob plan • No expectation to release in Best Value Order • 2010 FS AD Pay Plan – • in process now, one of the changes will incorporate the RUS (1.77%) increase in rates. • DOI is reviewing the 2010 rates.

General Topics (3) • Fire Coop Agreements have been changed for out of area response • National Template • No Portal to Portal • Set Rates and Overhead • Single Point of Payment - PROPOSED • DOI = Casual Pay • FS = EERAs and Contracts • OWCP Clarification • Poison Oak/Ivy will require CA-16 • All paperwork goes home with employee, no fax

Solicitations – National Templates Moving to more competitive pre-season agreements. • 07 – Engines, Tactical & Support Tenders • 08 – Mobile Laundry, Clerical Support Trailers, GIS Trailers, Faller Modules, Refer Trucks, Mechanic Service Trucks, Tents/Canopy • 09 – Potable Water/Gray Water/Trailer Mounted - Hand wash stations. • Portable Toilets & Hand wash stations • Heavy metal... Dozers, excavators, testing in the SA • Dispatch tables generated based on best value

  11. e-Isuite • e-ISuite is the next generation version of I-Suite and when fully implemented will replace the current I-Suite Application. The e-ISuite system is a web browser (e.g. Internet Explorer) enabled I-Suite application for use at the Incident Command Post (ICP) and in agency offices to manage emergency incidents and planned events. • Pilot release is expected in 2010 • Development team is currently validating requirements and design specs • Several business meetings will be held over the next several months to gather and validate additional requirements

New in 2010……. • Barcoding is Back and Alive • 2 teams in CA piloted last year • E-ISuite is on line for 2010 release • Master Agreement for the Fed agencies is being rewritten – expect release end of fire season 2010. Current agreement extended through 9/30/2010. • Serious Injury and Death Handbook is in draft format • Federal Excess Personal Property Rules being looked at • National MOU with FEMA for all hazard assignments • New 6109.11 Handbook being released in the future • Amendment to FSH 6509.11g in early stages now
