Topic OFF-SITE/REMOTE INCIDENT ASSIGNMENTS • Northwest Wildfire Coordinating Group Memo ~ NWCG# 013-2011 dated 9/14/11 • See Chapter 10 of 2012 IIBMH
Definition • An off-site/remote incident assignment is ~ work performed by an employee in support of an incident while remaining at the employee’s duty station or other designated off-site location
Drivers • Advancements in Technology • Availability of on-site incident support resources • Intended to increase capacity & flexibility in logistical & support functions
Employee Availability • Feds – need supervisor approval • State/Local/Tribal - need supervisor approval and meet agency specific requirements • ADs – eligibility based on agency specific & hiring unit requirements
Ordering Process • Ordering - via standard dispatch ordering system w/incident charge code • Support to multiple incidents – either multiple incident charge codes –or- a large fire support code • Resource Order - specifies location where work will be performed (duty station or other designated location) • Travel – not authorized • Equipment – gov’t owned/rented • Supplies – can be ordered w/supervisor approval
Home Unit Responsibilities • OF-288s – signed by IMT or incident supervisor • Approval of time – completed by individual & approved by home unit supervisor • Performance Evals– coordinated between incident & home unit supervisor • Length of Assignment & Work:Rest– must comply with IIBMH • Telework – employee must comply w/conditions of their agreement • Etc - Adhere to all incident & agency guidelines, policies & regulations
Time • Two Hour Callback – does not apply • Tour of Duty – hours worked outside are entitled to compensation per IIBMH • “Charge as Worked” – charge hours in support of incident to incident code; charge hours performing home unit duties to home unit funds
Scenarios Location At duty station or other designated off-site location 2) Resource Ordered Supports incident Intermittently (after hours, etc) 1) Resource Ordered 100% support to incident Not OK to perform home unit duties OK to perform home unit duties
Scenario 1 (100% to incident) • Tour of Duty–spot changed to first 8 (9 or 10) • Charge Code – Base & OT charged to the incident as prescribed by agency specific policies • Guaranteed Base Hours – employee is entitled as prescribed in Ch 10 of IIBMH (ADs not entitled at their home unit) • Work:Rest – employee must comply with work:rest
Scenario 2 (Intermittent support to incident) • Communication – negotiation between employee, home unit supervisor & incident supervisor • Resource Order – must document “ordered to be available for incident response resulting from the emergency” • Tour of Duty–no spot change • Base Hours– required to perform for Home Unit & charged to Home Unit funds • OT Hours – hours worked after regular works hours – considered OT – charged to Incident • Guaranteed Base Hours – employee is NOT entitled as prescribed in Ch 10 of IIBMH • Work:Rest – employee must comply with work:rest
Other • Federal Employee’s Compensation Act – Fed employees are covered if injured while performing official duties • State/Local/Tribal employees – are covered based on agency specific guidelines • Gov’t Records – compliance w/Privacy Act requirements - employee will safeguard to protect gov’t/agency from unauthorized disclosure or damage
