  2. Purpose of Today’s Meeting • UNEP and ICCA agreed to jointly organize a Regional Workshop on Chemical Safety Management for Africa Region. • The Workshop is scheduled to be held in October 2011 in Nairobi back-to-back with a Global Conference on Resource Efficient and Cleaner Production. • Our Question:What can you tell us to help design the October Workshop? • Key issues on chemicals safety management in the region • Specific training focuses and existing experiences

UNEP - DTIE • Promotes the development / implementation of policies, strategies and practices that are: • cleaner and safer • make efficient use of natural resources • ensure environmentally sound management of chemicals • reduce pollution and risks for humans and the environment • Establishes partnerships with: • other international organizations, governmental authorities, business and industry, and nongovernmental organizations

APELL Programme Awareness and Preparedness for Emergencies at Local Level Responsible Production Responsible Production Handbook for SMEs Flexible Framework for Chemical Accident Prevention and Preparedness Aims at providing guidance for governments wishing to develop, review, strengthen or improve their chemical accident prevention and preparedness programme UNEP’s Programmes on Safer and Responsible Production

APELL in different sectors • Developed after the 1984 Bhopal accident, in partnership with the US EPA, CEFIC and the international chemical industry • Sector applications: • APELL for Chemical/ Industrial Accidents • TransAPELL • APELL for Port Areas • APELL for Mining • APELL for Coastal Tourism Destinations • APELL for multi-hazards http://www.unep.fr/scp/sp/process/

It is a systematic and continuous improvement approach aimed at SMEs Responsible Production • Developed in partnership with ICCA • Aligned with ICCA Global Product Strategy (GPS) http://www.unep.fr/scp/sp/saferprod/initiatives.htm#rp The Responsible production Handbook and the CD-Rom/Website edition are available in Arabic, Chinese, English, French, Portuguese, Spanish, Thai and Vietnamese

Flexible FrameworkChemical Accident Prevention and Preparedness • Initiative established in late 2007 • Expert Working Group (EWG) created to develop guidance material, involving also ICCA • Draft guidance piloted in Cambodia and Philippines • Guidance for Governments, published in 2010 as an IMOC document: • describes steps needed before developing and implementing laws, regulations, policies, guidance or other instruments • sets out the possible elements of such instruments • provides resource materials related to how these elements may be implemented http://www.unep.fr/scp/sp/saferprod/initiatives.htm#ff

  10. Improve the availability of information A Base set of information is gathered for chemicals placed on the market. Relevant information for risk assessment will be made available to minimize unnecessary animal testing. Furthermore, to promote greater transparency, companies will provide information about marketed substances, in an easily understandable format (GPS Safety Summary) Web-based IT-Portal to make relevant information collected under GPS publicly available. All interested stakeholders will have open access to this portal.http://www.icca-chem.org/

Improve Exchange of Information – GPS IT Portal • Free public access to relevant information on chemicals and products for all stakeholders. • Companies initially provided >1600 GPS Safety Summaries. More to be available e.g. within 1 year after the respective REACH Tier deadline. • The official public launch took place on 4th October 2010. UNEP-ICCA Cooperation MoU • A cooperation MoU was signed between UNEP and ICCA in September 2010 • Purpose of this MoU: to provide both UNEP and ICCA with a framework of cooperation and understanding and to facilitate collaboration on shared goals and objectives in the development and implementation of effective chemical management regimes by businesses and public institutions • UNEP and ICCA are planning a series of joint capacity building activities and partnership projects under the scope of this MOU and supporting Work Plan • Work Plan was jointly reviewed and approved at the 1st MoU Steering Committee meeting held in Paris on 23 March 2011

UNEP-ICCA Cooperation MoU • Approved Work Plan covers the following areas of cooperation: • Capacity Building (sharing of training materials; leveraging networks; organization of training workshops on APELL, Responsible Production, Legacy of the Past, Flexible Framework, Responsible Care, GPS; expert resources, etc.) • Legal Systems (harmonization of legal systems in relation to chemicals management related to the GHS and GPS principles, etc.) • Stakeholder dialogue

Regional Workshop on Chemical Safety Management • Workshop scheduled for October 2011 in Nairobi back-to-back with a Global Conference on Resource Efficient and Cleaner Production. • Participants: National Cleaner Production Centers (NCPCs) and SAICM focal points in the region • Our Question:What can you tell us to help design the October Workshop? • Key issues on chemicals safety management in your region • Specific training focuses and existing experiences
