Emergency Shelter Grant (ESG) Homeless Prevention Activities • Rent and utility • Security deposits or first month rent • Landlord – Tenant dispute mediation • Legal services • Payments to prevent foreclosure on a home
Emergency Shelter Grant (ESG) Essential Services Activities • Staff salaries to help apply for permanent housing • Staff salaries to assist in obtaining SSI, TANF, medical, food stamps
OLD Eligible Activities: Shelter renovating, rehab, conversion Operating Emergency Shelter Services in shelter or for outreach (max. 30%) Prevention (limited and max 30%) NEW Eligible Activities: Same plus HPRP activities (except prevention must target very low income) No cap on prevention, services or staffing Minimum of 40% must be for prevention and rapid re-housing HEARTH ACTNew ESG = Old ESG + HPRP

TBRA Program Changes • Providers in Albuquerque and Las Cruces only qualify for services and homeless prevention funds, not HOME TBRA funds. • ESG funds (min. % required to expend) • Required to collaborate and accept referrals from local service providers
Discussion Topic – Income Limits ESG income limit will be 30%AMI (extremely low); TBRA income limit is 50% AMI (very low) • Do you see more clients at 30% or 50% AMI? Where is the greatest need? • Should we set one income limit at 30% AMI or two income limits based on each program? • What are the complexities of managing two income limits?
Discussion Topic – Service Area • Feedback on allowing only 1 provider per service area.
Discussion Topic – Re-Housing There is a great need for re-housing services but limited funding. • Where can the funds be most effective? Homeless prevention or rapid re-housing? • One option is to require a minimum percentage of funds spent on re-housing. What are the benefits or drawbacks? • Other ideas for re-housing?
Discussion Topic – Case Management RAP will require housing case management, including a housing plan. • What are some best practices that your agency uses? • What are the agency needs to help with case management? • Did you attend the training yesterday? Was it helpful?
