REC Administrator Referrals • Current Operating Practice • Market Manager refers to GATS: • All completed PSEG Solar Loan Program projects (PSEG to handle SREC account management for these customers), and • All other completed projects (CORE and Pilot) greater than or equal to 10 kW (customers/registrants receive letter from Market Manager with instructions on signing up for accounts at GATS). • Market Manager refers to CPM: • All <10 kW projects continue to be referred to CPM; customer/registrants receive a letter with instructions on signing up for accounts at CPM. • Proposed change in Market Manager operating practice • As of 3/1/2009, Market Manager to refer to GATS all completed projects, including <10 kW using estimates (checking, may need to preserve option for <10 kW projects to stay w/ CPM).

Default Transition • Default transition is not voluntary • Applies to all CPM account holders who did not elect or were not eligible for early transition • Key dates (all 2009): • June 3 – Last day of generation submittal (or automatic entry for systems using estimates) at CPM for generation occurring through May • June 5 – RECs issued by CPM • June 15 – Last day to transact RECs using CPM • June 16-30 – Blackout period while account data is transferred to GATS • July 1 – All account holders able to see account data in GATS • July 1-30 - GATS generation data entry period begins for generation occurring in June

Default Transition - Details • All EY2010 NJ BTM RECs to be issued by PJM-EIS through GATS. • For EY2009, all current CPM account holders: • Will continue to be able to use their CPM accounts to track production and to track and transfer NJ BTM RECs issued for production through June 15, 2009. • Will no longer be able to submit production data to CPM, or have estimated production data entered automatically by CPM, for their active, CPM-registered generating units, pertaining to generation occurring on June 1, 2009 or later. • Will not be able to use either CPM or GATS for trading and retirement of NJ BTM RECs from June 16-30, 2009. This period is the “default transition blackout period.” • Will be able to use GATS after July 1, 2009 for trading and retirement of NJ BTM RECs. • Will be able to use GATS to trade or retire NJ BTM RECs issued by CPM for generation occurring in EY2009.

Default Transition – Account Holder Responsibilities • Current (not historical) account information to be ported from CPM to GATS • GATS will be able to replicate CPM account and username • GATS will send account holders an email invitation to log in to a new URL using their CPM username • Account holders will need to: • Check/print out current account information (generating units in account) and unsold REC balance information prior to default transition • Log in to GATS and choose a password upon receipt of notification of account availability from GATS • Verify GATS account balances are consistent/accurate • Obtain training/learn to use the GATS system

Early Transition - Overview • Early transition is voluntary • Objectives • Enable key account holders (account holders with multiple generating units, large generating units, and/or accounts in both platforms) to transition CPM accounts to GATS prior to default transition date • Enable transition team (BPU, GATS, CPM, Market Manager) to gain experience with transition administration with a smaller set of participants

Early Transition Options • Group B • Eligibility: All CPM account holders with multiple generating units, including units which utilize estimated production data, subject to results/recommendations of Group A transition report by GATS due April 1 • Will be notified of eligibility for early transition by mid-March • Must elect early transition by April 15, 2009 • GATS account available for viewing/trading and April generation entry on May 1 Group A • Eligibility: CPM account holders with multiple generating units which report metered production data and no generating units which utilize estimated production data. • ~ 24 account holders • ~ 22 MW capacity • Will be notified of eligibility for early transition by mid-February • Must elect early transition by March 13, 2009 • GATS account available for viewing/trading and March generation entry on April 1

Early Transition Key Dates • Group B • April 3 – Last day to enter March production data into CPM • April 15 – Deadline for requesting Group A early transition • April 16-30 – Account blackout period • May 1 – GATS account open for viewing/trading • May 1-28 – GATS data entry period opens for April production reporting Group A • March 3 – Last day to enter February production data into CPM • March 13 – Deadline for requesting Group A early transition • March 16-30 – Account blackout period • April 1 – GATS account open for viewing/trading • April 1-29 – GATS data entry period opens for March production reporting

Documentation Plan/Posting • Default Transition Letter and FAQ - Will address default transition details – delivered to all CPM account holders and posted to njcleanenergy.com by mid-February • Early Transition Letter, FAQ, and Request Form – Will address early transition options – delivered only to account holders eligible for early transition by mid-February • Training Presentations and Materials – As described in the section on Training Opportunities – completed prior to training events and posted to njcleanenergy.com thereafter
