USST II – Objective • To upgrade the Statistical System of Turkey, according to EU standards on the methodology and quality of compiling and processing statistical information and to ensure the efficient coordination by the TurkStat • Further adaptation of USST I objectives: • capacity building of institutions responsible for sectoral statistical systems • harmonization of data collection and processing
Schedule • Start: January 1, 2007 • Finish: November 30, 2009 (revised) • includes prolongation of 11months ~3 years
Budget • Total budget: 5,35 M€ (revised)
Projects • Improvement of Business Register System by Studying on Enterprise Groups • Upgrading the Social and Demographic Statistics of Turkey and Establishing a System to Provide Periodical Data • Improvement of Tourism Statistics • Improvement of Business Statistics • Reform of the Agricultural Statistics System • Enhancement of Environmental Statistics Capacity
Projects • Upgrading the Health Statistics of Turkey and Establishing a System to Provide Periodical Data • Revision of the Classification System and Classification Server of TurkStat • Development of Multi-Domain Statistical System and Statistical Analysis • Improvement of National Accounts according to theRecommendation of ESA95 • Improvement of Information and Communication Technology • Improvement of Administrative Structure of TurkStat
USST II – Achievements Technical Assistance Contract includes statistical technical assistance service to TurkStat via expert missions for each project • The budget of Contract is: 3 250 000 Euro • Contract was signed on 21 September 2007 • Kick-off meeting was held on 04 October 2007 • The first consultancies in October 2007 • Preparation of Global Implementation Plan (GIP) • Approval of GIP by the Contracting Authority on 28 January 2008
USST II – Achievements Technical Assistance Contract • Theforeseen implementation deadline was2April 2009 • The amendment in the contract: • prolongation of contract duration • the new deadline: 30 November 2009 • reallocation of working days

USST II – Achievements Framework Contracts (FWCs) includes statistical technical assistance to TurkStat and Main Data Providers • FWC on Improvement of Hospital and Health Expenditure Statistics • FWC on Improving of Cause of Death Statistics • The total budget of two FWCs is 350 000 Euro • The contracts were awarded and the kick-off meetings were held in October 2007 • The prolongation requests were accepted by the Contracting Authority: • Implementation period was extended to 05 February 2008 for the first contract and 30 June 2008 for the second contract
USST II – Achievements Framework Contracts • FWC on Improvement of Hospital and Health Expenditure Statistics • The consultancy service of 156 Working Days was provided to MoH and TurkStat • The implementation was completed on 05 February 2008 • Final report was prepared and sent to CFCU
USST II – Achievements Framework Contracts • FWC on Improving of Cause of Death (CoD) Statistics • The consultancy service of 180Working Days was provided to MoH and TurkStat • The implementation was completed on 30June 2008 • Final report was prepared and sent to CFCU
USST II – Achievements Training Grant Contract includes funding for training activities within the frame of USST II projects • The budget of Contract is: 1 750 000 Euro • Contract was signed in December 2006 • The first amendment of Contract for prolongation (until 31 July 2009) • The second amendment of Contract: • transfers among the budget items • prolongation of Contract duration • the deadline: 30 November 2009
USST II – Achievements Training Grant Contract • 2063 participants have attended 195 activities (As of 04 November 2009) • Study Visits to NSOs of EU Member States: 86 • Abroad Training Activities: 58 • Local Training Activities: 13 • Local Meetings and Monitoring Activities: 32 • Traineeships: 6 • ~1.200.000 € of 1.750.000 € total budget will be spent until the end of 30 November 2009

USST II – Remarks • Successful organization of app. 200 activities • In the context of the Training Grant, over 2000 participants from Turkish Statistical Systemhave attended app. 200 activities • High realization ratio under Technical Assistance Contract • The realization ratio is %92,8 as of 31 October 2009 • Implementation of FWCs has been successfully completed
USST II – Remarks • Main Data Providers have been more involved in USST Programme activities • 722participants from Main Statistics Providers have attended to Training Grant Activities • EU Visibility Meeting on 06 November 2009
USST II – Remarks • Evaluation report of USST II under Public Finance Sector: • The report was prepared as a result of an independent evaluation by the MWH Consortium contracted under the Phare Programme in 2008 • Performance rating of USST II: • One of the highest performance ratings among EU funded programmes in Turkey according to the evaluation report in 2008
