VVWRA Project Drivers • Currently uses biogas in aeration blowers and flares the balance • Adding electrical load with new UV system • Increasing electrical costs from Utility • Sludge biogas production only sufficient for 800 to 900 kW but baseload demand exceeds 1.4 MW • Issued RFP for biogas utilization and co-digestion to increase biogas production to become energy independent (and possibly net exporter of energy)
VVWRA Omnivore Project Omnivore Demonstration • Summary: A research project to demonstrate the ability for wastewater treatment plants to be utilized as power generating facilities while disposing of high strength organic waste. • Partnership: Partially funded by the California Energy Commission’s Public Interest Energy Research (PIER) Program. • Goals: The demonstration will be studied for the Energy Commission, and technology transfer • Progress: Construction will begin in June, and trials are expected to begin this September.
Omnivore Principles • Decouple HRT from SRT removing from digester more water than solids • Increase SRT 2 to 3 times for improved VSR >60% on combined sewage sludge Capacity Increase of 2 to 3 X. • Extend SRT with recuperative thickening • As digester solids content increases, we improve mixing to handle higher viscosity sludge • A well operated digester with long SRT and high bacterial biomass inventory achieves similar VSR compared to complex and energy intensive thermal hydrolysis or other WAS pre-treatment methods
Omnivore Implementation Recuperative Thickening • Feed 4 to 5% TS sludge as conventional, no changes in TWAS, PS digester feed • Conventional digesters operate at 2 to 2.5%TS after VS destruction • Omnivore operates in 6 to 8% range without changing digester feed Hydraulic Mixing System • Viscosity increase from 0.4 to 5 Pa.s for sludge 2.5 to 5%TS • Floating cover replacement with double membrane gas holder for improved gas utilization flexibility Service Box • Allows mixer inpection, maintenance or removal with digester in service

VVWRA CHP Project Combined Heat and Power Plant • Summary: Anaergia will provide 1,600 kW of generation capability for use at the Treatment Plant (2 – 800 kW IC engines). The project will utilize all biogas produced on site including the increased flows from the Omnivore project. • Partnership: The Project is partially funded by the Self Generation Incentive Program (SGIP), and will be operated by VVWRA. • Progress: In design and permitting stage. Construction is set to begin late summer, and startup is expected in late winter.

VVWRA – Net Benefit and Future Possibilities Regulatory Drivers • SB1122 – project is expandable to generate excess energy which could be exported under SB1122 which requires utilities to procure energy from these types of sources • AB341 – Omnivore demonstration is the first step in creating capacity at a municipal wastewater treatment plant to accept external waste. As California begins to force organics diversion, VVWRA will be in a good position to accept external organic waste to assist member cities in meeting diversion goals. • AB323 – pending legislation by CalRecyclethat will ban commercial organics from the landfill; will require this type of infrastructure to handle this portion of the municipal solid waste stream Cost Savings • Estimated to save VVWRA over $9 million over 20 year PPA.
Summary • VVWRA, the California Energy Commission, and Anaergia will demonstrate, study, and share the impacts of an Omnivore retrofit at VVWRA. • Biogas produced at VVWRA’s Wastewater Treatment Facility will be utilized to produce up to 1,600 kW of electricity to be used at the Plant. • The Omnivore and CHP projects will help VVWRA demonstrate the ability for wastewater treatment plants to be utilized as power generating facilities while disposing of high strength organic waste.
