  3. Current main challenge: Detection, tracking & interception of small boats, used for illegal migration and cross-border crime (e.g. narcotics trafficking). CENTRO DE COORDINACIÓN REGIONAL DE CANARIAS

EUROSUR Definition(COM(2008)68final of 13.2.2008) • Information sharing and cooperation mechanism enabling Member States' border control authorities and FRONTEX to improve their situational awareness and reaction capabilities with the aimto • reduce number of illegal migrants entering EU undetected; • reduce the death toll of migrants at sea; • increase internal security by preventing cross-border crime. • “Federation of systems”, using existing systems (e.g. AIS, SafeSeaNet) and common surveillance tools (e.g. satellites). • Development in 3 phasesand 8 separate, but interlinked steps. • Testing/validationin pilot and FP7 projects. • Implementation by Member States,partly at EU level (e.g. FRONTEX, Global Monitoring for Environment and Security/GMES).

PHASE 1: Streamlining at MS level • As of2008:Setting up of national coordination centres (NCC) and national surveillance systems. • 2008-2010:Guidelines for cooperation between NCCs / FRONTEX. • 2009: FRONTEXassessment on EU external borders and needed infrastructure in third countries. • 2009-2010:Management & technical concepts for NCCs and national systems and specifications for communication network. • 2010-2011:Pilot project and data model for the communication network. • 2011: Legislative proposal.

PHASE 2: Common tools at EU level • As of2008:FP7 space/ security research program used for EUROSUR goals. • 2008-2010:GMES concept on how to receive data from satellites/UAVs for border surveillance purposes. • 2009-2010: Specifications for common pre-frontier intelligence picture(CPIP) to be managed by FRONTEX. • 2011-2014: FP7 integration & demonstration projects to test EUROSUR components.
