  3. Financial • Loss of momentum and interest since January policy change • Mail owners are unimpressed with financial discounts • Mail owners will not pay for support and expanding complexity. • Some mail owners are unable to invest to leverage the flow of data returned from USPS systems

Ease of use for communication. • Financial discount for qualifying mail • Free electronic address change service information • Eliminate permit fees • Mail movement visibility and mailer’s scorecard • Qualification for supplemental programs • 2014 promotions • Mail Anywhere • ABRN tool • eInduction • Seamless acceptance

Full Service IMB Challenges • Process management – BY / FOR assignments. • Complexity of report data – interpretation • Value and relevance to smaller publishers or marketers • Delegation of ownership to MSPs • STID assignments • Unique barcodes ( 45 day ) • Uniqueness across all MIDS and FS IMB mailings • Policy choices on MID assignment and data flow • How will MSPs be compensated to recover costs • Software upgrades • Usage of 3rd party data management firms • Risk recovery for lost discounts – July penalties • Remediation costs for edoc issues with USPS • Keeping up with continuing change / complexity
