Overview Beginning in fall 2012, NYC youth who in the past were placed in OCFS non-secure facilities outside of NYC were placed in residences within the city as part of the Close to Home (C2H) Initiative. Most C2H students received services at Passages Academy, a DOE District 79 program serving students in 8 sites. While at Passages the C2H students were able to stay within the NYC Public School System and continue learning and progressing in school. To contextualize, data for NSP students are compared to data for students in Non-Secure Detention (NSD) and Secure Detention (SD). Students who were enrolled in more than one classification type during the school year were assigned to their most recent classification in the comparative analysis (all analysis with the exception of enrollment). Trends in Passages enrollment and outcomes between the 2010-11 and 2012-13 school years Over the 3-year period we observe a: 25% decline in enrollment 16% increase in average daily enrollment 55% increase in average length of enrollment * % increase in the total number of Regents Exams passed 4 percentage point increase in the percentage of students earning 10 or more credits Notes: Grade level promotions are for promotions that occurred within Passages Academy among students in grades 6-8 in June of the school year of enrollment.
Demographic and special need characteristics by ACS classification More NSP students had a gap in school enrollment prior to their being admitted to Passages. Notes: Prior attendance is measured for the most recent term of enrollment (in which the students were enrolled 10 or more days) during the 2011-12 school year. Students are classified as “No DOE school at enrollment” if they were not enrolled in another DOE school at the time of their enrollment at Passages Academy.
Comparison of Passages discharges to institutions outside of NYC (e.g. OCFS Facilities) and to DOE schools by school year Passages discharges to institutions declined by 16 percentage points and the percentage transitioning directly to DOE schools increased by 13 percentage points. Notes: Discharges were captured through June 30th of each of the school years. The unit of analysis is the discharge transaction; students discharged more than once from Passages during the school year appear more than once in the data.
Transition outcomes by placement type NSP students are the only group to have an average post-Passages attendance rate that was higher than their average pre-Passages attendance rate. Notes: Prior-attendance is only reported for students with post-Passages attendance data. Prior-attendance is measured for the most recent term of enrollment (in which the students were enrolled 10 or more days) during the 2011-12 school year. Post-attendance is measured for up to 60 instructional days following Passages enrollment. Only students with at least 10 days of post-Passages enrollment were included in the calculations. Post-attendance is measured up until 6/26/13.
