Current User Groups • User Group 1 - PostalOne!, SASP, Intelligent Mail • Primarily focusing on Full Service IMb readiness for January 2014 • User Group 2 - eVS/Product Tracking System • Focusing on the Intelligent Mail package barcode thresholds • Mid to upper 90% in January 2014 and USPS proposing 100% by January 2015 • User Group 3 - FAST User Group • User Group 4 – CONFIRM • User Group 5 – Addressing • Very active group currently focusing on items for 2015 CASS • User Group 6 – Product Sampling • User Group 7 – MTEOR (newly formed) • Proposed New User Group focused on new promotions

Current Task Teams • TT 13 – Hardcopy Address Corrections • Gain an understanding by the USPS and the industry as to the cause of the hardcopy ACS notifications for periodicals. • Recommend change to practices and procedures to limit the number of hardcopy ACS notifications returned to the mailer. • Determine procedural and financial options the mailer may have with the USPS when hardcopy ACS notifications are provided when requesting electronic. • TT 17 – Shipping Services File for Full Service • To determine the feasibility of creating a solution for mailers who currently send files for eVS that would allow them to use the same file structure for Full-Service mailpieces. • TT 18 – Gateway Simplification • Review and recommend improvements to the registration process for incentives. • Review and recommend improvements to streamline registration and access to business services. • Define approach to eliminate the creation of multiple CRIDs. • Recommend improvements to simplify the Business Service Administration (BSA) functionality. • Recommend optimal channels for education and training around the business customer gateway. • TT 19 – IMpb Compliance and Thresholds • The Task Team will recommend equitable, graduated thresholds for each of the three major elements of IMpb requirements (barcode use, shipping services file format, and content of ZIP+4 or destination delivery address) and methods to measure and assess compliance

Discussions from August 2013 Meeting Mail Preparation and Entry Track • FSS • FSS mail handling improvements – feeder testing complete – improvements implemented have reduced damage rates • FSS SW v3.1 – deploy Fall 2013 (Sept/Oct) • New separation belts planned for Fall 2013 (Oct/Nov) • Mail stack quality and management at feeders planned for Fall 2013 (Oct/Nov) • Infeed Line Injector planned for Fall 2013 (Oct/Nov) • Network Rationalization • 129 (87.8%) of 2013 Consolidations Completed • 92.8% of Mail Moves Completed • Mail Direction File and Labeling Lists • Concerns regarding shrinking 75 day implementation to 30 days

Discussions from August 2013 Meeting Payment & Acceptance Track • By/For Data Discussions • Clarification of By/For rules when an MSP is doing a mailing for themselves, for another MSP, or has numerous small volume mailers that exceed the 5% threshold • Full Service Verification Process • Developing a detailed write-up explaining the acceptance and verification processes for Full-Service for January 2014 and July 2014. The write-up will contain descriptions on how assessments will occur in July 2014 for eDoc verification, including the role of the Verification Assessment Evaluator (VAE). • DSCF Discounts at BME’s in the event of consolidation • Seeking clarification on rules for claiming DSCF • Service Level Agreements for PostalOne file processing

Discussions from August 2013 Meeting Visibility / Service Performance and Measurement • Full Service ACS Billing • Due to issues reported by industry, USPS will suspend billing for FS ACS until they can identify the issues • Address Product Fulfillment Change – October 2014 • The USPS will no longer be fulfilling CD/DVD media • PO Box Identification • USPS is enhancing their AIS product to flag a ZIP Code area where the only form of address is a PO Box. • Zone 9 for Freely Associated States (FAS) • Specific ZIP Codes in the 969 area

Discussions from August 2013 Meeting Product Development and Mail Piece Design • First-Class Mail Single Piece Residual Rate • Blended rate (currently $0.48) for combining 1 ounce and 2 ounce pieces. • Option to separate pieces by weight and pay prevailing Single‐Piece prices (currently $0.46 for 1 ounce, $0.66 for 2 oz. etc). • New Proposed “METER” rate • Proposed Meter Rate is available for all single piece mail, whether mailed at retail or as a residual in a commercial mailing. • Available for meter, permit imprint, precancelledstamps, PC Postage. • Exiting requirements for single‐piece mail remain unchanged. • For permit imprint mailings, the minimum piece requirement of at least 200 pieces remains.

Discussions from August 2013 Meeting Product Development and Mail Piece Design • Proposed Promotions for 2014 • First Class Mail • Earned Value Promotion April – June. • Color Print in First‐Class Mail Transactions Promotion August – December (5 months). • Promotions Standard and First‐Class Mail • Branded Color Mobile Technology Jan – March. • Mail and Digital Personalization Promotion May – June. • Premium Advertising Promotion April – June (new Business Class category – working with PrithaMehra’s group on details of how USPS handles these pieces). • Standard Mail Promotion • Near Field Communication (NFC) Promotion: July – September. • Mail Drives Mobile Commerce Promotion: November – December. • • EDDM Coupon Program: running all of 2014.
