  12. A-21 Task Force • Having all Federal Agencies honor negotiated F&A • Removing voluntary cost share • Simplifying or removing effort reporting requirements • Minimizing financial reporting requirements

Advanced Notice of Proposed Rulemaking (ANPRM) for Revisions to the Common Rule • Matching level of review to level of risk • Updating informed consent processes • Establishing mandatory data security protocols • Standardizing protocols on adverse events • Extending protection to all research at institutions receiving funding from Common Rule agencies
