Environmental Compliance Management Improvement • An Initiative of the President’s Management Council • Described in more detail in a presentation yesterday afternoon • How can DOE further improve our regulatory compliance record? • How can we share our success stories and our lessons learned with other Federal agencies?

  11. Green Purchasing • EO 13101 directs Federal agencies to purchase: • Products manufactured with recycled-content material • Environmentally preferable products (EPP) • How can we promote compliance purchasing as the list of EPP products grows?

Federal Electronics Challenge • Created by OFEE and EPA in 2002to promote improved energy and environmental management of electronic assets by Federal agencies • DOE sites that have joined as FEC partners, to date, include BPA, LLNL, and SNL • MOU Promoting Sustainable Environmental Stewardship of Federal Electronic Assets signed Nov.15, 2004 by the OFEE and 11 Federal agencies, including DOE

Federal Electronics Challenge(cont.) • DOE serves on the Federal Electronics Stewardship Working Group (FESWG) • Path Forward: • Promote DOE sites’ participation as FEC Partners • Embed FEC goals in the new Pollution Prevention Strategic Goals for waste prevention, recycling, and environmentally preferable purchasing • Facilitate access by DOE elements to training and other support available through the FESWG

  14. New P2 Goals for DOE • Secretary’s 1999 Leadership Goals expire in 2005 • EH currently formulating P2 strategic goals for 2006 and beyond

  15. What We Are After • An Integrated System to Manage Environmental Responsibilities • Incorporation of environmental elements into EMS, for example: • Regulatory compliance • Energy use • Resource consumption • Waste generation • Ecosystem protection • Cultural resource protection

What We Are After (cont.) • An Integrated System to Manage ES&H Responsibilities • Integrate EMS into ISMS • ISMS is the Department’s ‘umbrella’ ES&H management framework • Reflect ES&H needs throughout the planning and budget process • Identify ES&H needs • “Balanced priorities” among ES&H needs • “Balanced priorities” between ES&H and programmatic needs

Conclusion • What all of you are doing, in building and sustaining EMSs, is vitally important to the Department • EMS provides a broad and consistent framework to manage today’s environmental issues – and tomorrow’s • EMS provides the tools to further improve DOE’s performance: • Our environmental performance • Our program performance
