What we learned • The goals of Executive Orders (and some laws) and “initiatives” that promote environmental stewardship have not always been supported in a climate of budget limitations and competing mission priorities • While strategies were developed, implementation and follow through – particularly at the field level - were likewise victims of competing priorities and commitment • The “management elements” of accountability and adequate resource allocation were commonly lacking • Most of the sustainability efforts were “stove piped” and therefore competed with each other for management attention, recognition, and resources

What we learned • Facilities and operations were confused about priorities – flavor of the month syndrome • Data collection was not as well defined and robust as needed and its utility was unclear – data relevance and quality – and related decisions - suffered • Sustainability efforts did not reflect, and were not tied to the mission of the organization and its people • We were at a tipping point where we must better manage these issues and goals or they will collectively fail

So what’s the fix? A proven tool that is specifically designed to help any organization manage its activities and allow successful pursuit of that organization’s environmental policies and goals (including environmental aspects of energy and transportation activities).

A Formal EnvironmentalManagement System As defined in ISO 14001 an EMS is; “part of an organization’s management system used to develop and implement its environmental policy and manage its environmental aspects”

How is this concept addressed in E.O. 13423?

EMS E.O. 13423 Section 1. Policy. It is the policy of the United States that Federal agencies conduct their environmental, transportation, and energy-related activities under the law in support of their respective missions in an environmentally, economically and fiscally sound, integrated, continuously improving, efficient, and sustainable manner.

E.O. 13423 Sec. 3. Duties of Heads of Agencies. In implementing the policy set forth in section 1 of this order, the head of each agency shall: (b) implement within the agency environmental management systems (EMS) at all appropriate organizational levels (including facilities) to ensure • (i) use of EMS as the primary management approach for addressing environmental aspects of internal agency operations and activities, including environmental aspects of energy and transportation functions, • (ii) establishment of agency objectives and targets to ensure implementation of this order, and • (iii) collection, analysis, and reporting of information to measure performance in the implementation of this order;

E.O. 13423 Instruction II. Environmental Management Systems • A. Use of Environmental Management Systems • Each agency shall, at all appropriate organizational levels, including agency, sub-agency, bureau, service, command, and/or facility, develop, implement, and maintain an EMS to be used to identify and address agency environmental, transportation, and energy issues. The EMS shall reflect the EMS elements and framework found in the ISO 14001:2004(E) International Standard or equivalent. The EMS objectives shall include the goals identified in Section 2 of the E.O.

EMS and Sustainability • EMS allows methodical pursuit of sustainability goals • Experience at Federal facilities shows EMS can and does improve the environmental footprint of a facility

What will the next set of EMS Scored Metrics look like? • Keep selected 06-08 metrics – alter responses to reflect expected EMS progress • Add a metric to address inclusion of sustainable practices and goals from EO 13423 • Add a metric to address inclusion of regulatory compliance from EO 13423 • Address the status of EMS conformance declaration • Goal is to measure performance as well as progress • More agencies will use FedCenter • Draft 09 metrics are complete and available for Agency comment • Scoring proposals are being developed • Process stays the same

The Future • Greater experience with EMS – better implementation and more sharing of practices and lessons learned • New leadership – both short and long term - will mean new opportunities and new goals - EMS will not go away
