Kainuun Etu /1 • Regional development company of Kainuu; established November 2000 • 30 employees; 3 500 000€/annually; 30% from municipal budget, 70% projects • Profile • Business and regional development organisation • Body governed by public law • ICT; metals, tourism, stone & mining, wood processing • Policy adviser (and evidently policy implementer) heading the ICT regional group • Close cooperation with all policy makers in the region •  inputs to this presentation from the SF intermediate body (Joint Authority of Kainuu Region)

  5. Good practices • In this meeting, • we discuss the following types of good practices in this meeting • The national broadband policy. We consider it a good practice because • of its systematic, inclusive, and quality-target nature • it addresses spatial disparities and tries to find viable solutions so that rural areas stay alive • in final stage of completion in Kainuu • e-Solutions in the SF of East Finland • e-Health • e-Government • we indicate good practice export options and import needs

  7. The national broadband policy of Finland • A new direction in telecommunications policy in December 2008. In future also public aid and more specific license terms for telecommunications operators will be used. This is because: • Rural areas are falling behind in the provision of services of information society if networks are developed purely on market terms • Broadband connections are no longer luxury products but necessary tools in day-to-day • Without adequate communications connections citizens cannot access information society services. • Some telecommunications operators are even cutting back services in the fixed copper telecommunications network in rural areas. • By the end of 2015 all permanent residences shall be within two kilometres reach of high-speed connection permitting at least 100 Mbit/s connections. • In built-up areas telecom operators will build high-speed connections on market terms. This will achieve a population coverage of around 95%. • Extending the coverage to 100% will require that partly subsidised high-speed connections will be built to around 130,000 households in rural areas. The national broadband policy of Finland • Public aid – two thirds – will be provided by the state, municipalities and the EU. • The costs of the project will amount to about 200 million euros, of which telecom operators will pay at least one third. • Finnish government has allocated 66 million euros for the state aid. In addition, 25 million euros is coming from EU rural development fund and 40 million euros from municipalities. • Implementation in 2009−2015. • In 2012 proceeding of broadband programme will be evaluated and modified where necessary Source: Ministry of Transports and Telecommunications of Finland

The national broadband policy of Finland, Kainuu state of the art • BROADBAND CONVERAGE IN KAINUU AREA • Joint Authority of Kainuu Region: • is responsible for regional development, regional land use planning and delivery of basic services to citizens (education services, and social and health care services), • has prepared the regional information society strategy and action plan of Kainuu region (IS –group), which is part of the Regional Development Programme • A WiMAX broadband network solution was established in Kainuu 2006-2007; circumstances are challenging (coverage vs cost) • On going activities • Awareness raising among citizens • Sessions in each municipality • Promote awareness of high-speed broadband and its benefits • Set up of public private partnerships to cover the last 2klm to consumers’ door with broadband access • Awareness raising among potential service providers showing how investment in high speed broadband is productive and in the long run profitable • Explore PPP potential schemes • Speed up adoption of e-Services Source: Presentation by Paula Karppinen, ICT planning officer, JAKR

E-solutions in the Structural Funds of East Finland • CREABASE – ITC solutions between public and private sector. • Mobile Care –project • Senior Pro – better way of living for elderly • Virtual 10 – Cognitive and social activation for elderly • Power years – Electronic health care • Innovation center, where ITC-companies, public sector and research units co-operate together, make new solutions and share results. • Possible to take care elderly people in home • Also public-Private co-operation • Improving activities for disabled and elderly people • Better health care over 45 years old

  12. e Government good practices from Finland • eCitizen II – Towards Citizen-centredeGovernment in European Cities and Regions (Interreg IVC) • Total budget = 2 million € • 12 partner from 11 European countries • Leadership: Finnish Baltic Sea institute • focusing on sharing the accumulated knowledge, experiences, best practices, and transferring them between the more advanced and less experienced cities and regions throughout Europe • The project will involve decision- and policy-makers, demonstrate benefits of the eGovernment and the best eParticipation practices in different public sectors and identify future prospects to ensure support to further acceleration of eGovernment.
