PHIN Strategic Planning • Addresses the new opportunities and past challenges, the PHIN program has updated its vision, mission, and goals. • Consists of shared policies, standards, practices and services that enhance public health information exchange (PHIE) • Ensures that PHIN is harmonized with the Nationwide Health Information Network (NwHIN)
Public Health Information Exchange (PHIE) • Information exchange between health care & public health • Information exchange between public health entities (including non-healthcare information, like environmental, surveys, etc.) • Interoperability between public health information systems
Updated Vision & Mission • Vision: An integrated healthcare and public health system using information effectively to advance population health and well being. • Mission: To establish and support shared policies, standards, practices and services that facilitate efficient public health information access, exchange, and use, and collaboration among public health agencies and with their clinical and other partners.
Updated Strategic Goals • Provide leadership in the selection and implementation of shared policies, standards, practices, and services for nationwide public health information exchange. • Define, advocate for, and support public health needs and roles in national health information technology and exchange initiatives. • Perform key public health information exchange and standards management roles.
PHIN and NwHIN Some PHIN may not need to be NwHIN
PHIN Goal 1: Provide leadership in the selection and implementation of shared policies, standards, practices, and services for nationwide public health information exchange • Objective 1: Develop a PHIN decision-making and policy framework that supports public health information exchange and information security • Objective 2: Align PHIN standards and initiatives with national health IT initiatives • Objective 3: Support a public health Standardization and Interoperability Framework leveraging models established by the Office of the National Coordinator for Health Information Technology (ONC) • Objective 4: Promote and enable PHIN participation
PHIN Goal 2: Define, advocate for, and support public health needs and roles in national health information technology and exchange initiatives • Objective 1: Facilitate public health participation in national health IT and exchange policy, standards, and implementation processes • Objective 2: Develop and monitor metrics of participation in national public health information exchange
PHIN Goal 3: Perform key public health information exchange and standards management roles • Objective 1: Operate and improve vocabulary, messaging, and brokering infrastructure • Objective 2: Provision key public health data sets, including data sets of national importance • Objective 3: Provide technology to support collaboration of public health information exchange
Strategic Planning Next Steps • Gather stakeholder input • Define a PHIN governance model • Understand the intersection of PHIN and EHR-Meaningful Use • Align with NwHIN initiatives (e.g., Standards & Interoperability Framework) • Align with the JPHIT Consensus Framework
