2. Cooperative Federalism Cooperative federalism is a government were the states and national government become more involved with one another. This means that the separation of the national and state government will no longer be existent allowing the state and federal government to share a certain say in a specific matter. In this type of federalism all levels of government would work together in order to solve a problem in the country.
3. Rise of Cooperative Federalism The New Deal would be what gave the federal government and the state government a say in the others matter because in order to get the nation out of the Great Depression, every level of government would have to cooperate with one another to stimulate the economy.
4. Reasons for the New Deal The prices of agricultural prices in the US began to decrease causing an economic slump for the farmers of the US in 1921.
The construction industry of the US began to decrease in 1926 hurting the USs economy even more.
The amount of surplus consumer goods and automobiles reached an all time high in 1929 because no one had money to buy any of these things.
5. Reasons for the New Deal (Continue) During the 1920s it was common for banks to fail which because there was so many people buying on margin in order to buy stocks, but no one was paying the banks back.
The stock market crashed on October 29, 1929 because everyone was trying to sell their stock just because their stock dropped a little bit.
6. The New Deal Was a solution to the depression
Agencies founded by it
Federal Housing Administration (FHA)- provided federal financing for new home construction
Civilian Conservation Corps (CCC)- a work relief program for farmers and home owners
Agricultural Adjustment Administration (AAA) & National Recovery Administration (NRA)- imposed restrictions on production in agriculture and many industries (government paid farmers and industries to reduce production of goods)
- These programs enlarged the scope of the national government
7. Benefits of a Cooperative Federalism The national, state, and local government would be more united in their policies and decisions because they would have to cooperate in order for the United States to operate effectively.
Local and state governments are able to represent the people (they know what the public wants)
8. Drawbacks of a Cooperative Federalism You dont know where the powers stop and begin due to the fact that all levels of government have an equal say in all major decisions made.
The powers are intertwined and not easily distinguishable.
The United States Congress feels like they are losing their federal power when they enter a cooperative federalism.
9. Examples of Cooperative Federalism Franklin D. Roosevelts New Deal programs caused a rise in the flow of federal money to the states which consisted of merging federal money to public works program.
During World War II there were more Federal programs that were being produced and in the 1950s and 1960s federal grant-in-aid programs were being created. The federal grants made the federal government an important part of the publics lives.
10. Examples of Cooperative Federalism (Continued) During Lyndon D. Johnsons term as president, he created the Great Society program to rid the United States of poverty and discrimination. This program sent federal money to the state government, to the local government, and to the public in order to help fix problems in the states. The money that was provided by the Great Society program would be used to finance city reconstruction, education, and to create programs to fight poverty. This shows cooperative federalism because the states and the federal government are working together to try and end poverty as well as discrimination in the United States.
11. United States vs. Darby (1941) This court case was caused because in 1938, the Fair Labor Standard Act was passed by Congress which was used to regulate many things that dealt with employment. This included establishing a minimum wage, the maximum hours a person can work in a week, and child labor laws. Darby went to court and questioned whether or not it was constitutional for congress to regulate commerce. The Supreme Court ruled in favor of Congress because these powers were reserved in the Commerce Clause of the Constitution. This court case was the constitutional foundation of cooperative federalism in the United States.
12. Marble Cake The marble cake symbolizes cooperative federalism because since all levels of government are working together to accomplish a common goal, there is no separation of powers between them which means there are no layers.
