Agenda • Describe the goals of the pilot effort • Why are we doing it • Top three Questions: • What is the process for public feedback in general and specifically how will changes from Exchange be folded into the specifications? • What is the resource impact on ongoing ONC support for Exchange activities? • What would be the next steps beyond the pilot?
Describe the Pilot Effort • The “Modular Specification and Testing Pilot” has the following goals: • Develop “modular” specifications that become the building blocks for transport and security layers of nationwide health care interoperability infrastructure • Modularity of specification implies implementability and testability via development of working code (Reference Implementation) • Develop product neutral test cases that serves to verify conformance to specifications • The project consists of ONC supported contractor teams who will work in agile manner to modularize core messaging and security specification, develop reference implementation and test cases in a two month window (April 20 – June 30th) • It is a “pilot” effort because we want to be sure that this process works and be able to fine tune the process
Why are we doing it? The pilot is the first phase of ONC’s long term strategy for developing implementable and testable specifications based on the charge put forth during the exchange “vision” Provide ability to develop product neutral test capabilities Begin developing plans for scaling the test infrastructure
How would changes from Exchange be folded into specifications developed by the pilot? • OSI is currently developing a public review process for all the activities, including S&I and Modular Specification Effort • Wiki/Collaboration • Federal Register • ... • ONC will finalize the specification based on public input (expected between June – Sept 2011) • ONC Pilot team will be following closely the work currently underway in Exchange to update the core specifications • ONC would welcome participation by Exchange participants during the public review process • Exchange CC would have final decision on whether to approve the specification for use or not in Exchange and also the time frames
Is there any impact on ongoing ONC support for Exchange activities? • The scope of “pilot” was carefully selected to minimize any disruption to key operational support provided to Exchange by ONC led staff/contractors • Based on current scope of work in Exchange, there will be NO impact of the pilot effort on ONC support of Exchange
What would be the next steps for the pilot? • We would like to expand the effort to included additional specifications based on discussions with Exchange CC • Importance (based on usage) • Maturity • Need for testability • …
