  1. Air Pollutant Watch List(APWL) Darrell D. McCant, B.S. Chief Engineer’s Office - Toxicology Section Texas Commission on Environmental Quality

  2. Outline • What is the Air Pollutant Watch List (APWL)? • What are Areas of Concern? • What are Pollutants of Interest? • What is the Purpose of the APWL? • How Additions and Removals are handled? • How We use the APWL?

  3. Texas Clean Air Act • Section 382.002 of the Texas Health and Safety Code empowers the TCEQ to regulate ambient air conditions to protect human health, general welfare, and physical property from impacts of air pollution in the ambient air. • General welfare is defined as “the esthetic enjoyment of property and the surrounding environment, which includes animals, vegetation and manmade property.”

  4. Tools of the TCEQ • Sound Science • Air Permits / Modeling • Monitoring Operations • Enforcement • Pollution Prevention • Toxicology Section • Professional Judgment • Common Sense Approaches

  5. Monitoring Sites Reporting Air Toxics Data to EPA1/1/03 – 9/15/04Total – 542 5 MA – 4 CT – 5 RI – 6 NJ – 5 DE – 6 MD – 3 DC – 1 AK – 1 HI – 1 PR – 1 VI – 1 3 2 3 1 23 6 7 6 23 1 1 20 0 3 29 1 2 43 19 22 5 9 3 37 7 2 24 10 9 15 8 4 3 28 3 10 17 5 7 74 8 Source: EPA Office of the Inspector General

  6. Review Air Monitoring Data PM & Metals VOCs PAHs Carbonyls Acute Health Effects Chronic Health Effects Odors

  7. Tools used by Toxicology • Screening Values • Effects Screening Levels: • Acute and Chronic Health-Based • Odor- Based • Vegetation-Based • TCEQ State Regulatory Standards • Air Pollutant Watch List

  8. What is the APWL? • Dynamic list of areas and pollutants • Internal and External Awareness • Focus Resources • Air Permits • Mobile Monitoring • Field Inspections and Investigations • Enforcement • Pollution Prevention • Reduce Emissions

  9. What are Areas of Concern? Areas of Concern?

  10. Areas of Concern • Monitoring Sites • Fixed • Mobile • Meteorological Data • Wind and Pollution Roses • Emissions Inventory • Defined Boundaries • Not associated with areas designated “nonattainment”

  11. APWL 1207 (Milby Park) – 1,3-Butadiene ExxonMobil Corporation (RN102576063) The Goodyear Tire & Rubber Co. (RN100870898) Texas Petrochemical LP (RN100219526) - Facility Within APWL - APWL Area of Concern

  12. Pollutants? What are Pollutants of Interest?

  13. Pollutants of Interest • Air Toxics • VOCs, Carbonyls, Sulfur Compounds, and Metals • Contains one criteria pollutants • Sulfur dioxide

  14. ????? How to get ON the APWL?

  15. Candidates for Addition • Monitored levels above screening value and/or TCEQ standard • Short-term • Magnitude and frequency • Long-term

  16. Candidate for Addition

  17. ????? How to get OFF the APWL?

  18. Candidates for Removal • Monitored levels below screening value and/or TCEQ standard • Short-term • Decreases in Magnitude and frequency • Long-term

  19. How to get OFF the APWL?

  20. Main Purpose • Heighten Awareness both Internally and Externally • Maps • ToxFacts • Helps agency focus resources for: • Inspection • Enforcement • Permitting • Mobile Monitoring • Pollution Prevention Activities • Other • http://www.tceq.state.tx.us/implementation/tox/AirPollutantMain/APWL.html

  21. Summary • What is the Air Pollutant Watch List (APWL)? • What are Areas of Concern? • What are Pollutants of Interest? • What is the Purpose of the APWL? • How to Add or Remove the APWL? • How TCEQ uses the APWL?
