  1. Simulator Drill Orientation 2014 System Operator Conferences Charlotte NC & Franklin TN SERC/SOS Facilitator Team

  2. 2014 System Operator ConferenceEMERGENCY DRILLS • THE SYSTEM • “Finist Energy” Interconnection • THE SIMULATOR • OTS FINIST **OTS = Operator Training Simulator

  3. LearningObjectives At the conclusion of this training session, you should be able to: • Review the configuration of the simulated FINIST ENERGY interconnection, including: • Finist Balancing Authority (BA), neighboring BAs, and the larger Interconnection • total generating capacity and power plants • peak load • transmission voltage levels • reactive control equipment

  4. Learning Objectives, continued • State the basic features of OTS Finist user interface including: • Start/stop/pause the simulator (from Facilitator interface only) • Display frequency/ACE/total load • Display system one-lines and station details • Determine location of generating plants, substations and loads from symbols on the one-lines • Determine overloads or out-of-range voltages from color coding on the one-lines • Change generation, AGC control mode, interchange schedules • Change status of circuit breakers; switch in/out equipment • Recognize abnormal/emergency events from simulator displays

  5. Outline of Topics • THE SYSTEM • Host BA – FINIST ENERGY, where all the “action” takes place. • Neighboring BAs 1, 2, & 3 • Large interconnection • Generating capacity and peak load in each area. • One-line overview of system • List of power plants and types, voltage control equipment, flowgates

  6. Outline of Topics, continued • THE SIMULATOR • Accessing and manipulating the simulator • Working with displays • Working with system one-lines • Monitoring system parameters • Implementing operator control actions • Recognizing when an event has taken place

  7. “THE SYSTEM” FINIST INTERCONNECTION

  8. THE SYSTEM

  9. Peak Load & Generating Capacity • FINIST ENERGY (Host) • Peak Load: 4,685 MW (includes 85 MW auxiliaries) • Gen Capacity: 3,325 MW • BA-1 • Peak Load: 3,200 MW • Gen Capacity: 3,600 MW • BA-2 • Peak Load: 3,200 MW • Gen Capacity: 3,700 MW • BA-3 • Peak Load: 3,100 MW • Gen Capacity: 4,200 MW • INTERCONNECTION • Peak Load: 81,500 MW (79,500 MW + 2,000 MW conforming load) • Gen Capacity: 90,000 MW Total Peak Load : 95,685 MW Total Gen Capacity: 104,825 MW

  10. Features of Finist Energy • System voltage levels are 500, 230 & 138 kV • Load is connected via circuit breakers off 10 kV busses on station single lines • System equipment includes: • 33 Generators at 7 Plants • Synchronous Condensers • Capacitor banks • Reactors • Static Var Compensators • Phase Shifting Transformers • Hydro Plant • Nuclear Plant

  18. THE SIMULATOR “OTS FINIST”

  19. Your Interface to the OTS (“Operator’s Workplace”) Your Facilitator Team will start the OTS and initiate all events. You may be instructed to open the OWP icon to begin the drill, or OWP may already be open on your laptop. Icon you will see on the computer’s desktop Make sure the clock in the upper right is running!

  20. Your Interface to the OTS (“Operator’s Workplace”) Start by opening the diagrams!

  37. Generation Controls

  38. AGC Modes Generation costs may be changed at any time and this may make AGC use another station If regulating station goes offline, the next lowest generator cost station becomes the regulating unit

  39. AGC Modes • A generator can be in the following active generation modes: • AGC – automatic generation control - ACE control • Droop – initial mode, follows generation schedule • LFC – load frequency control, frequency regulation • Manual – fixed active generation value (manually entered) • Offline – generator is offline

  40. Generator Auxillaries • Generator auxiliaries – located on station one-line diagrams and Generation Control Display. • Auxiliaries must be energized for generator to start and generator will trip if auxiliaries are de-energized. • Can start generator without auxiliaries with blackstart option.
